Ms. Katie Larsen <br />5/6/2022 <br />Page 3 <br />2. (5/6/2022) Applicant to add a hydrant near the property line for Fire Department <br />use. The fire department needs to be able to access the hydrant without entering <br />the parking lot due to concerns with fire truck turning maneuvers. <br />3. (5/6/2022) Applicant to review water reuse system tank depth and update so that <br />tanks are below the frost line. Staff has concerns about reuse water freezing at <br />the proposed depths. <br />• Sanitary Sewer <br />There is an 8-inch diameter polyvinyl chloride (PVC) sanitary sewer proposed along Street <br />A in the Otter Crossing 2nd Addition plans. The TWAS plans also show 8" PVC sanitary <br />sewer along Street A, but the slopes of the pipes vary between the plans. <br />Comments: <br />1. (5/6/2022) See Note 1 under Grading and Stormwater Management and update <br />sanitary sewer as necessary. <br />2. (5/6/2022) Applicant to adjust depth of sanitary sewer service to below the <br />frostline to avoid freezing of the service line. <br />3. (5/6/2022) Applicant to verify effluents from car wash center are allowed by and <br />properly permitted with the Metropolitan Council. <br />4. (5/6/2022) The 6" PVC service has enough capacity to serve the building and the <br />reject stream of the reuse system. If any other significant flows are anticipated, <br />the applicant will need to review the service size and capacity. <br />• Transportation <br />The entrance to the site is proposed at 30-ft wide from the face of the back of curb to the <br />back of curb. The entrance will direct traffic to the pay station area where two lanes are <br />available for cars to stack while waiting to enter the facility. Several vacuum stations are <br />proposed in the parking lot. Two-way traffic is proposed near the vacuum stations. <br />Comments: <br />1. (5/6/2022) The 5-ft sidewalk shown in Otter Crossing 2nd Addition plans to be <br />shown as "by others" in the TWAS plans. Applicant to adjust irrigation meter and <br />backflow preventer locations so they are not underneath the proposed sidewalk. <br />2. (5/6/2022) It appears that vacuums are blocking the cut-thru from the pay station <br />to the vacuuming area. Applicant to revise cut-thru or vacuum layout. <br />• Wetlands and Mitigation Plan <br />There are no existing wetlands on this site. Staff does not have any comments. <br />• Landscaping <br />The applicant is proposing to plant trees, shrubs, and perennials to meet planning and <br />zoning requirements and to provide screening of the parking lot. Sod is proposed to <br />restore all disturbed areas. Landscaping will be reviewed by the City's Environmental <br />Coordinator. <br />Comments: <br />Tidal Wave Auto Spa Engineering Review <br />
