7 <br /> <br />Comprehensive Plan <br /> <br />Resource Management System <br /> <br />The Resource Management System Plan goal of preserving surface water quality is supported <br />by the construction of stormwater management BMP’s such as curb, gutter and NURP pond. <br /> <br />Land Use Plan <br /> <br />The Comprehensive Plan guides this property for industrial use. The proposed building <br />addition to the Otter Lake Animal Care Center is consistent with industrial land use. <br /> <br />Housing Plan <br /> <br />The goals and policies of Housing Plan are not negatively impacted by the proposed building <br />addition to the Otter Lake Animal Care Center. <br /> <br />Transportation Plan <br /> <br />Goals of the Transportation Plan are to ensure that street and roads are as safe as possible and <br />to reduce unnecessary traffic. CR 84 (Otter Lake Road) is a Major Collector Road and is <br />capable of handling the additional traffic volume proposed by the building addition. <br /> <br />Sanitary Sewer and Water Supply Plan <br /> <br />A 21” sanitary sewer main and 16” watermain along Otter Lake Road provide public utilities to <br />the site. The sanitary sewer and water supply system have capacity for the building addition. <br /> <br />Alternative Urban Areawide Review (AUAR) <br /> <br />The site is within the 2005 I-35E Corridor AUAR environmental review boundary. The AUAR <br />was updated in April 2020. The AUAR identified this site as industrial in all 3 land use <br />scenarios. The proposed building addition to Otter Lake Animal Care Center is consistent with <br />industrial development. No further environmental assessment is required. <br /> <br />Wetlands <br /> <br />A Wetland Delineation Report was prepared by Jacobson Environmental PLLC dated <br />November 12, 2018. A WCA Notice of Decision for the wetland delineation was issued by <br />RCWD on May 6, 2019 and is valid for 5 years. The wetland delineation report noted 2 basins <br />on site. Per RCWD, the north basin (0.152 acres) was found to be incidental under WCA and <br />is not a wetland. This basin is used for stormwater management. The south basin (0.080 acres) <br />is a wetland, but no impacts are proposed. <br /> <br />The wetland is not in the Wetland Management Corridor; therefore, no conservation easement <br />or buffer is required. A drainage and utility easement extending 10 feet from the delineated <br />boundary will be required over the portion of the south wetland that is located on the subject <br />site.
