1 <br />1 <br />DESIGN REVIEW BOARD <br />July 11, 1990 <br />from TKDA, the consulting engineer for this project. <br />TKDA stated: <br />* The lot depth for Lot 27, Block 1, does not meet the <br />required minimum (135 feet). The average lot depth for <br />Lot 27 shown on the plat is 120.42 feet. Mr. Johnston <br />stated that this lot does abut three different streets, <br />and that the minimum lot depth is met from the west end <br />of the lot. The board discussed this issue and <br />determined that a variance would be required for this <br />lot. <br />* Lots 24 - 27, Block 1 show driveway entrances on CSAH <br />12. The driveway access for each of these lots will <br />require an Anoka County Driveway Entrance Permit. Mr. <br />Johnston stated that will be completed. <br />* An additional 10 foot drainage and utility easement <br />will need to be provided along Elm Street to allow for <br />future potential maintenance on the utilities in this <br />area. Steve Johnston stated that this will be provided <br />on the Final Plat. <br />* Arrows indicating flow direction should be shown on <br />the grading plan. Mr. Johnston also stated this will be <br />shown on the final plat. <br />Brian Bourassa, Graduate Engineer from TKDA stated that he <br />has no other questions of the applicant and that all their <br />concerns have been satisfied. <br />In Mr. Miller's memo to the board he addressed the fact of <br />this area is an entrance to the city, and that single family <br />homes would not provide a very attractive entrance. Mr. <br />Johnston stated that the developer tried previously to <br />construct townhomes to this site, allowing a more attractive <br />city entrance, but that was denied. He has met all the <br />city's requirements with the proposed plat and feels this <br />should be approved. <br />Mr. Johnston displayed pictures of what the proposed berming <br />would look like. The berms are six feet high with graduating <br />slops of two to one on the freeway side and three to one on <br />the house side. The resident could maintain the slope that <br />would be seen from his back windows, and the slope side <br />adjacent to the freeway would probably be left in a natural <br />state. Mr. Johnston stated that in Blaine there are berms <br />like he described adjacent to 35W. <br />MOTION: Mr. Bergeson moved to recommend to the city council <br />approval of the Willow Ponds Preliminary Plat, Application <br />#90 -34 contingent upon meeting the following requirements: <br />Page 4 <br />
