DESIGN REVIEW BOARD <br />July 11, 1990 <br />motion was approved unanimously. <br />CONSIDERATION OF A SITE AND BUILDING PLAN FOR DEAN QUIMBY TO <br />CONSTRUCT AN AUTO REPAIR SHOP. APPLICATION #90 -37 AND A <br />CONDITIONAL USE PERMIT, APPLICATION #90 -35. <br />Dean Quimby has purchased Lots 10 and 11 of Golden's Rice <br />Lake Terrace Addition. These lots are located in the western <br />part of Lino Lakes or more precisely on the west side of Lake <br />Drive, south of the billiard hall. Quimby wishes to <br />construct an auto repair shop on the two parcels. <br />The site plan shows construction of a 50 x 80 foot concrete <br />block structure. Lower blocks will be natural rock face <br />blocks while blocks above the overhead doors will be light <br />and dark blue. No overhead doors will face the street and <br />most of the parking area will be located behind the building. <br />Foundation planting will protect the front of the building <br />from cars and trucks parking there. The dumpster will be <br />enclosed by masonry walls. <br />Mr. Miller felt that the applicant has submitted a good site <br />plan for a building that should have a positive effect on the <br />immediate area. It's the first masonry structure to be <br />located in Golden's Rice Lake Terrace, it's landscaped, and <br />driveways and parking areas are well designed with hard - <br />surfaces and curb. This plan reflects changes made in the <br />city's code over the last three years. <br />It was noted by Mr. Chase that the handicapped parking stall <br />was not near the front entrance of the building. <br />MOTION: Robert King moved to recommend to the city council <br />approval of a site and building plan for Dean Quimby <br />(Application #90 -37) for property located on Lots 10 and 11 <br />of Golden's Rice Lake Terrace. Approval is contingent upon <br />moving the handicapped parking space to stall 1, 2, or 3. <br />Mr. Bergeson seconded the motion and the motion was approved <br />unanimously. <br />MOTION: Mr. King moved to recommend to the city council a <br />Conditional Use Permit, Application #90 -35 for Dean Quimby to <br />operate an auto repair facility on Lots 10 and 11 of Golden's <br />Rice Lake Terrace with the following conditions: <br />1. The business be operated in facilities as shown on <br />the approved site and building plan. <br />2.
