Design Review Board <br />October 10, 1990 <br />1. Approval from the Anoka County Highway Department and <br />Minnesota Department of Transportation for all points of <br />access. <br />2. Approval of wetland preservation and drainage plans by <br />the DNR, USACOE, and Rice Creek Watershed District. <br />3. Reduction in density of the townhouses and submittal of <br />acceptable plans for the townhouses. <br />4. Resolution of the street issue with Rice Lake Lane <br />residents, i.e. subdivision of back yards. <br />5. Approval of a park and trail plan by the Lino Lakes park <br />board. <br />6. Completion of a street plan that eliminates the <br />rectilinear street pattern. <br />The motion was amended by John Bergeson and seconded by Monika <br />Slatten to add: <br />7. The fire access to be reviewed and approved by the Fire <br />Chief. <br />John Bergeson seconded the motion and the motion was approved <br />unanimously. <br />REQUEST FOR VARIANCE FROM ARV GEARMAN, APPLICATION #90 -54. <br />No one was present to address this variance application. <br />Background information from Mr. Millers memorandum to the board. <br />Ary Gearman aka A &G Enterprises is developing Rice Lake Estates. <br />Originally planned and partially developed as a manufactured home <br />project, Rice Lake Estates was rezoned as a PUD about two years <br />ago. As part of the PUD Agreement Gearman agreed to build the <br />larger "R -1X houses" including a 600 square foot garage. <br />When the lots were originally approved they were undersized with <br />lot widths of 70 feet. Setbacks were also reduced from the <br />required 30 feet to 25 feet. <br />The request before the board is for a front yard variance reduction <br />from 25 to 20 feet for Lots 8, 9, 10, 11, and 12 of Block 7. <br />Gearman states that because of the requirement for the larger <br />dwellings and the steep slope in the back yards, he cannot squeeze <br />2 <br />1 <br />
