DESIGN REVIEW BOARD <br />November 14, 1990 <br />John Bergeson asked about the area being an archaeological site. <br />Mr. Lawrence said that a survey was completed at the site and an <br />area in the very northern part of the property where some digging <br />might occur, but for the most part the archaeological site was in <br />the Anoka County park property north of the site. <br />MOTION: John Bergeson moved to recommend to the city council <br />approval of a minor subdivision for Independent School District No. <br />12 as submitted in Application #90 -60. Mr. King seconded the <br />motion and the motion was approved. <br />MOTION: John Bergeson moved to recommend to the city council <br />rezoning of the property purchased by Independent School District <br />No. 12 from R -1X Single - Family Executive to PSP Public Semi - Public, <br />as described in Application #90 -61. Mr. King seconded the motion <br />and the motion was approved unanimously. <br />REVIEW OF A CONCEPT PLAN FOR LAKE CREST <br />Jeff Joyer and his partners are working as Equity Planning, Inc. <br />They have recently entered into an agreement to purchase the <br />westerly 9.5 acres of the former Lakes Addition No. 7. <br />This land is located north of Birch Street and west of Black Duck <br />Drive that was formerly platted for townhouses - Lakes Addition No. <br />7. After the townhouse plat was thrown out in a court action a <br />single family plat was presented to the city. Approval of that <br />plat was given in 1988. <br />After preliminary plat approval the owners tried to sell the land. <br />Unfortunately for them the site had considerable soil problems and <br />potential buyers were scared away. The buyers found that too much <br />in the way of soil corrections and drainage was needed to develop <br />the land as shown on the preliminary plat. The land remained <br />unsold until Equity Planning agreed to a purchase. <br />In buying 9.5 of 23 acres in the old Lakes No. 7 subdivision, Joyer <br />and his partners bought land with some problems but also some <br />opportunities. The problems are: <br />1. Areas of poor soils, especially on the northeast side of <br />the proposed subdivision. <br />2. A twenty -foot utility easement dividing the property. <br />3. A duplex located on the north side of parcel and forming <br />a peninsula extending into the site. <br />4.
