DESIGN REVIEW BOARD
November 14, 1990
extend into the lake. Several parcels are a slight triangle shape
and all the lots would then come to a point some distance into the
lake.
Monika Slatten asked about Lot 15, Block 2 having access off Birch
Street. This will be reviewed by the Anoka County Highway
Department. Dan Boxrud added that the County will require a turn
around on the driveway so cars will not have to back in to Birch
Street.
Dan Boxrud stated that the cul -de -sac length is over 600 feet long,
contrary to city code.
Dan Boxrud explained that there are wetlands on the site which
restrict street connections to other properties. These wetlands
and the outlots in the area should be utilized to serve local
drainage needs.
MOTION: Robert King moved to recommend approval to the city
council of the concept plan for Lake Crest incorporating comments
of the city engineer and city planner. Monika Slatten seconded the
motion and the motion was approved.
CONSIDERATION OF A CONDITIONAL USE PERMIT, APPLICATION #90 -58 FOR
MIDWEST RADIO - TELEVISION.
Jim Christenson, council to the applicant, Steve Smith, and John
Seaman from Midwest Radio - Television were present.
Jim Christenson stated that the radar dish in question was
installed on the tower in the spring of 1990. The installation did
not require any structural changes to the tower which had been
originally designed and built to accommodate just such equipment.
Rod Pearson contacted the city's planning department prior to
installing the equipment to determine whether city approval would
be required in connection with the installation. He was informed
that an additional or amended conditional use permit would not be
required. Following installation of the equipment, the matter was
brought to the attention of the city council by an individual who
lives near the site. The city council decided there should be a
hearing to decide this matter.
Jim Christenson stated that there is a cover on the dome. The dome
is an integral part of the antenna in terms of protection.
Apparently the color of the dome was an issue. He explained that
white is the color use most often because it is a less visible and
intrusive than others. Painting the dome would be very expensive.
4
1
1
1
