1 <br />1 <br />1 <br />DESIGN REVIEW BOARD <br />January 9, 1991 <br />Jeff Joyer recapped the site plan for the board. He stated that <br />approval has been given from Anoka County allowing three ingress <br />and egress points off Birch Street. <br />Park dedication has been collected previously for this site. <br />MOTION: John Bergeson moved to recommend to the city council <br />approval of a preliminary plat application #90 -64 for Lake Crest <br />subject to the following recommendations by the city engineer: <br />1. That construction plans meet County and City <br />requirements. <br />2. That the design of the storm water holding pond on the <br />northeast corner of the plat accommodate neighborhood <br />comments, park board comments, and city and watershed <br />district design criteria. <br />3. Basement elevations must be set (based on final grading <br />plan design) according to city standards, that being a <br />minimum of 4 feet above the water table (or normal pond <br />level) and 2 feet above any flood level. <br />Al Robinson seconded the motion and the motion was approved <br />unanimously. <br />VARIANCE <br />A variance is required due to the long cul -de -sac within the plat. <br />It is approximately 600 feet long. <br />MOTION: John Bergeson moved to recommend to city council approval <br />of a variance application #90 -67 for a cul -de -sac longer than city <br />code requires. The board found this issue meets the six findings <br />of fact. <br />CONSIDERATION OF A PRELIMINARY PLAT FOR WENZEL FARMS SUBDIVISION, <br />APPLICATION #90 -68. <br />Kirk Corson from Hokanson Development Company addressed the board. <br />This plat consists of 100 single- family lots and 75 townhomes. <br />The applicant met with the park board and have decided on a site <br />for the park. Also an internal trail system will be created. <br />Some excavating will be done within the wetlands to create a pond. <br />John Bergeson asked about the driveways from the townhomes.
