DESIGN REVIEW BOARD <br />January 9, 1991 <br />shows a long cul -de -sac within the townhome site rather than <br />driveways accessing onto Lake Drive from the development. Kirk <br />Corson explained that due to the large traffic flow the plat shows <br />two entrances from each end of the development onto Lake Drive. <br />Brian Bourassa explained that the drainage within this site is part <br />of an overall drainage plan. The area in the very most southern <br />part of the plat is part of a large wetland area. The DNR has <br />required an overall drainage easement within this area and a <br />resolution was adopted by the city council to assure this was <br />completed. <br />The townhomes will be reviewed by the design review board next <br />month. <br />Monika Slatten asked about the property owners to the west of <br />Wenzel Farms. John Miller stated that Mr. Corson has met with the <br />residents by both going out to their homes and meeting at city hall <br />to ask them if they wanted to subdivide their property. Corson <br />felt they were receptive to subdividing. He has not received <br />written notice from any property owner stating that they will not <br />want to subdivide some time in the future. <br />James & Janet Hill, 298 Elm Street approached the board. They are <br />in favor of the development. Their concern is once Snow Owl Lane <br />is constructed adjacent to their property, the parcel they own will <br />not have enough area to construct a home. Also the distance of the <br />road from the side of their home would only be 10 feet. They are <br />asking that the road be moved further east at least 15 feet. <br />John Miller discussed with the board moving the street. He pointed <br />out that streets on the very east end of the plat were larger and <br />it would be possible to shift the streets east. Mr. Corson said <br />that an additional man hole would then be required. He said the <br />cost would be approximately $1,000.00. <br />Monika Slatten added that originally when the board reviewed this <br />plat in concept they asked that the streets show a more curvilinear <br />design. By accomplishing this it would give the Hill's more area. <br />Mr. Chase stated that the board cannot approve a plat if it creates <br />a non conforming lot in the process. If the Hill's were given an <br />additional 15 feet their lot would still be approximately 5 feet <br />short of a city sized lot and a variance would still be required, <br />but they would have sufficient land to work with. <br />Fred Chase added that the applicant has a good density within this <br />plat and for $1,000.00 for a man hole the trade off would be good <br />3 <br />1 <br />1 <br />1 <br />
