If that is acceptable, <br />pedestrian traffic from both Shenandoah Addition and Reshanau Lake <br />Estates South Additions could all travel through Birchwood Acres <br />and through the underpass to the school site. <br />Mr. Boxrud also explained that the site plan indicates a walk would <br />be constructed to Hokah Street by others. Nobody has committed to <br />constructing the trail at this time. If this and other trails are <br />not constructed by the time the school opens, 10 foot wide <br />shoulders on Birch would have to be used. This is much better than <br />the shoulder of West Shadow Lake Drive. A fence will be <br />constructed to encourage the students to use the underpass and <br />hinder students from randomly walking across Birch Street onto the <br />school site. <br />The school district also envisions closing certain gates on access <br />points on the southern boundary of the site to prohibit <br />unauthorized traffic (vandals, snowmobilers, four wheelers, etc.). <br />This will, however, restrict random access to the ballfields for <br />informal recreation. The operations of gate closings should be <br />coordinated closely with the park board and city staff. <br />Mr. Boxrud suggested that the proposed hard surface play area be <br />striped for automobile parking when certain events draw large <br />crowds. <br />Mr. Boxrud stated the driveway width is proposed for 30 feet. City <br />code allows a maximum of 26 feet for access drives. A variance <br />should be granted as a 26 foot width in this case would be unsafe. <br />Sanitary sewer is proposed to be extended from the south to the <br />intersection of Birch Street and West Shadow Lake Drive. It is <br />then proposed to be extended along the south border of the school <br />district property to the west, eventually to the Shenandoah lift <br />station at Birch Street and Totem Trail. <br />MOTION: John Bergeson moved to recommend to the city council <br />approval of a site and building plan for Independent School <br />District #12 as outlined in DRB Application #91 -04 incorporating <br />the following comments by the City Planner: <br />1. Detail of light standards should be provided and all <br />outside lighting should be hooded to eliminate glare. <br />2. A tabulated schedule of landscaping material should be <br />provided. <br />3. The loading dock on the east side of the school should be <br />re- examined and a location on the north side of the <br />3 <br />
