1 <br />1 <br />1 <br />DESIGN REVIEW BOARD <br />May8, 1991 <br />John Miller and Darrel Schneider, City Engineer have been visiting with the residents <br />of West Shadow Lake Drive for the past two years about the extension of sewer and <br />about rebuilding the street. As time passes it becomes more certain that a project will <br />be started. <br />On West Shadow Lake Drive there are several oversized Tots that would have very <br />sizeable assessments for streets and utilities. In our discussions with residents <br />assessments have been detrimental to the extension of sewer. <br />Mr. Schneider and Mr. Miller have suggested splitting lots where possible and that is <br />what the Kiegers are now proposing. The lot the Kiegers would be creating would <br />meet R -1 standards. <br />The Kiegers would have a considerable break in their assessment charge. <br />The creation of a city sized lot before utilities have been installed has been done in the <br />past. The lot will not be developed until utilities are installed. <br />MOTION: Monika Slatten moved to recommend to the city council approval of a <br />minor subdivision for William Kieger as outlined in Application #91 -16 contingent upon <br />1) payment of a $400.00 park fee, 2) receipt of petitions for street and utility <br />improvements for both parcels, and 3) receipt of a restrictive covenant on the new <br />parcel defining it as unbuildable until sewer is available. Mr. King seconded the <br />motion and the motion was approved with Mr. Bergeson abstaining. <br />Mr. Bergeson wanted to explain that he lives on West Shadow Lake Drive. Sewer and <br />water entering the street is a big issue with the residents. Some of the residents <br />want the utilities and some residents don't want utilities to come as quickly, and he <br />feels it would be best to abstain. <br />REVIEW OF A PRELIMINARY PLAT FOR RESHANAU LAKE ESTATES SOUTH, 4TH <br />AND 5TH ADDITION, APPLICATIONS #91 -17 AND VARIANCE APPLICATION #91 -18. <br />Gary Uhde, from G.M. Development presented a revised preliminary plat to the board. <br />The plat was revised due to the Army Corps of Engineers requirements. A meeting <br />was held at city hall with representatives of the ACE, residents of Colonial Woods, <br />and city staff members. It became apparent that a permit for a street connection to <br />the Fox Road right -of -way in Colonial Woods along some rational alignment would not <br />be approved. It was agreed that the developer of the property would pursue an <br />alternative preliminary plat consistent with the requirements of the first preliminary <br />4 <br />
