1 <br />1 <br />1 <br />DESIGN REVIEW BOARD <br />May8, 1991 <br />#90 -14_ <br />John Miller approached the board. He gave a little bit of background information on <br />this plat. He stated that Rick Carlson, developer has submitted a preliminary plat for <br />an 80 acre parcel. 40 acres of the land is owned by the Soukup and 40 acres is <br />owned by the Barrotts'. <br />Rick Carlson has purchased the Soukup property and that property has been rezoned <br />to a PUD (Planned Unit Development). One of the major reasons for this rezoning was <br />to reduce lot widths from the R-1X required 90 feet to 80 feet. <br />Carlson found that the wetlands were more extensive than he originally thought and <br />the need for ponding even greater than the existing vegetation showed. The <br />assessment against the Soukup land includes no drainage changes as Carlson has <br />provided more than the required amount of storage. What the extensive water <br />problems caused was a street design that was not really feasible with 90 foot Tots. <br />The PUD permitted Carlson to reduce lot widths by 10 feet but he was required to <br />meet the R-1X lot area standards. <br />More recently Carlson had more bad news in that the water table was higher than he <br />originally figured. This seemingly unimportant condition actually has a severe <br />consequence in that he is unable to build full basements in parts of the Soukup <br />property. He presently has a request before the city council to build some R -1 houses <br />in the PUD provided he includes certain exterior amenities making the homes <br />compatible with R-1X dwellings. The council has informally requested that Carlson <br />include restrictive covenants that the R -1 houses near the R-1X structures not be <br />valued more than $10,000 under the value of their spendier neighbors. The public <br />hearing on that issue is set for May 28th. <br />The park issue has been resolved and work on completing the trunk sewer is about <br />to start. This has led to Carlson rekindling his interest in the Barott property and leads <br />to the present request. Carlson and Gary and Darlene Barott are asking to have 50 <br />acres of land rezoned from R-1X Single- family Executive to R -5 Planned Unit <br />Development. <br />MOTION: Robert King moved to recommend to the city council land known as the <br />Barott property from R-1X Single - Family to R -5 Planned Unit Development with the <br />following conditions: <br />1. The preliminary plat submitted earlier would be followed providing the <br />locations of the lots, blocks, streets and park. <br />6 <br />
