The developer shall complete the density chart on page 5 of this report and include <br />it on Sheet PP-Preliminary Plat. <br />b. The stormwater pond dimensions on Outlot B do not appear to match the pond <br />area shown on the grading plans. Please revise. <br />c. The trail shall be shown on the plan sheet. <br />d. The wetland buffer and conservation easement line shall be modified. <br />e. Dimensions of Outlot A, Lot 10, Block 3 and Lot 1, Block 2 shall be modified. <br />24. Sheet 2 of 8-Certificate of Survey <br />a. The Certificate of Survey shall in be included in the plan set. <br />25. Traffic calming methods or controls will be installed on Robinson Drive. <br /> <br />Motion was supported by Mr. Hyden. Motion carried 6 - 0. (Tralle abstained.) <br /> <br />B. PUD Final Plan/Final Plat for NorthPointe Develpoment <br /> <br />Katie Larsen, City Planner, presented the staff report. Staff recommended approval of <br />the PUD Final Plan/Final Plat for NorthPointe Development. <br /> <br />Board discussion included noise mitigation, landscaping, and sidewalks. <br /> <br />Larry Olson, representative for the developer, Tony Emmerich Construction, 1875 <br />Station Parkway NW, Andover, MN. Mr. Olson commented on the noise standards. He <br />stated that they will work with staff to address headlight glare from cars accessing the <br />development. Mr. Olson noted that they are looking into maintenance-free berms for this <br />development. <br /> <br />Following discussion, the board agreed to amend condition 14B to include “landscaping.” <br /> <br />Mr. Root made a MOTION to recommend approval of the PUD Final Plan/Final Plat for <br />NorthPointe Development based on the following conditions of approval: <br /> <br />1. All comments from City Engineer letter dated May 8, 2014 shall be addressed. <br />2. All comments from Environmental Coordinator letter dated May 7, 2014 shall be <br />addressed. <br />3. Approval from Rice Creek Watershed District shall be required prior to recording the <br />final plat. <br />4. A Conditional Letter of Map Revision (CLOMR) shall be obtained from the Federal <br />Emergency Management Agency (FEMA) prior to issuance of any grading permits <br />for land located within the floodplain. <br />5. A Letter of Map Revision (LOMR) shall be obtained from the Federal Emergency <br />Management Agency (FEMA) prior to issuance of any building permits for parcels <br />located within the floodplain. <br />6. Conservation easements documents shall be drafted by the developer, approved by <br />RCWD and the City and recorded by the developer.
