Environmental Board <br />June 29, 2022 <br />Page 3 <br />APPROVED MINUTES <br />Mr. Schwartz asked Mr. Blattman if he considered doing an attached product with the <br />same number of units as this would allow for more open space. <br /> <br />Mr. Blattman said having more open space can create more HOA problems and more <br />mowing. He noted he has considered removing one lot in order to widen a few more <br />lots. He commented each house will be individually designed. There will be some <br />two story homes, but the majority of the homes in the development will be one story. <br /> <br />Mr. Schwartz asked Mr. Blattman why he chose a detached product instead of an <br />attached product. <br /> <br />Mr. Blattman stated he is not fond of attached products. He envisioned this <br />community would be reminiscent of the neighborhoods he saw as a kid. <br /> <br />City staff and the Board recommended the applicant consider creating a trail on the <br />site that dead ends for future development. <br /> <br />Mr. Schwartz made a MOTION to recommend the Villas on Vicky PUD Concept <br />Plan be forwarded to the Planning and Zoning Board and City Council subject to <br />conditions listed in the staff report. Motion was supported by Ms. Holmes. Motion <br />carried 7 – 0. <br /> <br />VII. DISCUSSION ITEMS <br /> <br />A. MS4 Annual Report and Public Comment Opportunity <br /> <br />Since 2006, the City of Lino Lakes has operated its storm sewer systems via the <br />Municipal Separate Storm Sewer System (MS4) general permit. In order to continue <br />its operation of the storm sewer systems, the City is required to submit an annual <br />Storm Water Pollution Prevention Program (SWPPP) report. Andy Nelson, <br />Environmental Coordinator, reviewed the 2021 activity report with the Board. <br /> <br />There was no one present for the MS4 public comment opportunity. <br /> <br />VIII. UPDATES <br /> <br />A. Introducing new Recycling Intern Tori Philippi <br /> <br />Andy Nelson, Environmental Coordinator, introduced Tori Philippi to the Board. Ms. <br />Philippi will serve as the City’s Recycling Intern. <br /> <br />B. Recycling Updates <br /> <br />Tori Philippi, Recycling Intern, informed the Board of recycling updates. Ms. <br />Philippi stated there were 174 participants in the Recycling Saturday event held on <br />June 17, 2022. Of the 174 participants, 25 participants contributed to paper
