Traffic Impact Study <br />Robinson Property <br />7.0 Conclusions and Recommendations <br />The following study conclusions and recommendations are offered for consideration: <br />• Results of the existing traffic operations analysis indicate that all study intersections currently <br />operate at overall LOS A during the weekday a.m. and p.m. peak hours. In addition, no <br />significant side -street delay or queuing issues were observed in the field or traffic simulations. <br />• Results of the forecast year 2025 and year 2040 no build traffic operations analyses indicate <br />that all study intersections are expected to operate at overall LOS A during the weekday <br />a.m. and p.m. peak hours. In addition, no significant side -street delay or queuing issues were <br />observed in traffic simulations. <br />• The proposed Robinson Property residential development is expected to be constructed on <br />approximately 157 acres of agricultural land located in the southeast quadrant of the <br />Main Street/Sunset Avenue intersection in Lino Lakes, MN. Two site plan alternatives have <br />been developed and were analyzed in this study: <br />o PUD Concept Plan — The PUD Concept Plan is expected to consist of 557 dwelling units <br />of the following types: <br />■ 242 single-family detached homes <br />■ 315 townhomes <br />o Yield Plan — The Yield Plan, considered close to the maximum density allowed under <br />future year 2040 land use plans, is expected to consist of 707 dwelling units of the <br />following types: <br />■ 149 single-family detached homes <br />■ 558 townhomes <br />• Access to the proposed development is anticipated at one location along Main Street, one <br />location along Sunset Avenue (right-in/right-out access), several locations connecting to <br />existing neighborhoods, and potentially one location along Carl Street to the south. <br />o In addition to the two site plan alternatives, sub -alternatives without and with the potential <br />Carl Street connection were analyzed. <br />• The PUD Concept Plan would be expected to generate approximately 324 a.m. peak hour trips, <br />413 p.m. peak hour trips, and 4,626 daily trips. Alternatively, the Yield Plan would be expected <br />to generate approximately 391 a.m. peak hour trips, 476 p.m. peak hour trips, and 5,656 daily <br />trips. <br />• Results of the forecast year 2025 and year 2040 build traffic operations analyses indicate that <br />all study intersections are expected to operate at overall LOS B or better during the weekday <br />a.m. and p.m. peak hours. In addition, no significant side -street delay or queuing issues were <br />observed in traffic simulations. <br />o The proposed development is expected to have limited impact on study area traffic <br />operations.
