Planning & Zoning Board <br />July 13, 2022 <br />Page 4 <br /> <br />APPROVED MINUTES <br />Ms. Larsen expounded that the subject nonconforming lots were both held in <br />ownership and therefore needed to be combined. <br />Chair Tralle asked why adjacent nonconforming parcels, when held under ownership, <br />become non-buildable. He further elaborated that he understands the goal is to bring <br />the subject lots into conformance, but the subject lots will never be conforming. <br />Ms. Larsen acknowledged that Chair Tralle is correct, that the subject lots will never <br />be entirely conforming. She then stated that if the subject lots were combined that <br />they would be closer to conformance, which is always the goal. <br />Chair Tralle wondered if the City will be able to split the subject lots once they are <br />combined. <br />Ms. Larsen states that they could be split once sanitary sewer and water are available <br />and the lots are rezoned to (R-1) or (R-1 X). <br />The Board and Staff discuss when sanitary sewer and water will be available in the <br />area. <br />Ms. Larsen said it is in the City’s current staging area but Staff could not estimate <br />when exactly it will be available. <br />Public Comments <br />Robert Stanek, Carol Stanek, and Courtney Stanek were present and spoke to the <br />board on their own behalf. <br />Mr. Vojtech made a MOTION to recommend approval of 6966 and 6970 Lake Drive <br />Lot Combination Variance subject to conditions listed in the staff report. Motion was <br />supported by Mr. Laden. Motion carried 4 – 2. <br />D. Villas on Vicky PUD Concept Plan Review <br /> <br />Ms. Larsen, City Planner, presented the staff report. <br /> <br />The applicant, Ranger Development, submitted a land use application for PUD <br />Concept Plan review. The proposed residential development is located on a 5-acre <br />parcel west of CSAH 23 (Lake Drive) and south of Vicky Lane. The concept plan <br />proposes 23 single family detached townhome villas. The applicant is proposing <br />varying lots sizes, setbacks, and building design standards that would require PUD <br />flexibility. <br /> <br />Board Comments <br />Board comments included: <br />• General support for the single level villas housing product <br />• Needs public benefit for PUD zoning <br />o Open space <br />o Higher architectural quality
