He has worked with numerous watershed
municipalities, counties and state agencies. Jake's well-rounded water resources skills
and experience allow him to collaborate and be innovative while solving challenging
water quality and water quantity problems.
Storm Water Utility Update I Victoria, MN
CLIENT: CITY OF VICTORIA
PROJECT DURATION: JUL 2020 - JAN 2021
Jake worked with the City of Victoria to update the existing stormwater utility fee and rate structure
to better reflect the needs of the community and ensure the rate structure was appropriate, given
recent and proposed development. GIS analysis was completed to evaluate land uses and stormwater
demand. A needs assessment was completed using the City CIP, operation and maintenance needs,
and other stormwater requirements, specifically the MS4 program, to ensure the revenue generated
was appropriate given the anticipated needs. Ordinance updates were completed in coordination
with City staff to reflect utility updates.
Surface Water Management Plan I Maple Grove, MN
CLIENT: CITY OF MAPLE GROVE
PROJECT DURATION: APR 2017 - JUN 2018
Jake and his team worked with the City of Maple Grove to develop a robust plan for managing
surface water and stormwater throughout the City. Maple Grove is a rapidly growing community
with challenges related to both urban and rural infrastructure. This plan is consistent with the
goals and policies of the Metropolitan Council and the three watershed management commissions
having jurisdiction within the City: Elm Creek Watershed Management Commission, Shingle Creek
Watershed Management Commission, and West Mississippi Watershed Management Commission.
The planning process included a detailed implementation plan, flood study and modeling of 25
problem areas, subwatershed assessment prioritization, BMP maintenance considerations and
prioritizations, and grant funding identification.
Utility Rate Study I Shakopee, MN
CLIENT: CITY OF SHAKOPEE
PROJECT DURATION: SEPT 2021 - CURRENT
Jake's team reviewed and evaluated the City's existing Storm Water Utility Fee to identify properties
not charged according to the most recent fee structure. The recommended updates will generate
additional income for the City's Storm Water Fund and ensure consistent application of their fees.
The team also recommended increases to the City's Stormwater Treatment and Regional Infiltration
charges, which are applied when developments utilize regional stormwater management features in
lieu of onsite treatment BMPs. These updates will help the City fund the construction of regional basins
for development and better manage their stormwater management system for the next 5 to 10 years.
A Proposal for Design, Bidding, and Construction Administration for a
Water Treatment Plant for City of Lino Lakes Project Personnel 114
