The subject site is located in Utility Staging Area IA (2018-2025) and Sanitary District 5 (Sub - <br />District 5A). Sanitary flows from this district are conveyed to the southeast, discharging into <br />the MCES Lino Lakes Relief Interceptor located at the intersection of CSAH 14 and 24th <br />Avenue. <br />Staff Comments: <br />Public utilities shall be extended north along 24th Avenue to the north lot line to service <br />future development. <br />Tree Preservation and Mitigation Standards <br />The Environmental Coordinator and Environment Board reviewed the tree preservation and <br />landscaping requirements. The following comments are from the July 27, 2022 Environmental <br />Board staff report. Additional comments are provided in the attached August 1, 2022 memo. <br />A tree survey will not be required for this site, because there are no trees over 6 inch DBH to <br />survey. Preservation and mitigation standards are met. <br />Open Areas Landscape Standards <br />Open area equals 23,600 sf which requires 12 large trees and 35 large shrubs. Nine (9) large <br />trees and 93 large shrubs are proposed. Open space requirements are not met. <br />Additional open space plantings are required for the open space area around the stormwater <br />pond. A landscape plan for this area shall be submitted. <br />Buffer and Screen Standards <br />The Landscape Plan calls for a 5-foot high black picket fence on the west, north, and east <br />perimeters, with landscape plants to provide additional screening and aesthetic value. <br />The east perimeter, because it is adjacent to a less intense land use (residential), must have a 6- <br />foot continuous planting screen that blocks visibility completely. This could be accomplished <br />with a different fence material for this perimeter or additional plants that will provide <br />continuous, year-round screening. <br />Buffer and screen standards have not been met for the east perimeter between the north <br />property line and northern edge of the parking lot. <br />Canopy Cover <br />Canopy cover standards call for a minimum of 40% canopy coverage. <br />Vehicular hardscape planned: <br />22,701 sq. ft. <br />Canopy cover requirement: <br />9,080 sq. ft. <br />Canopy cover provided: <br />9,200 sq. ft. <br />
