Staff Comments: <br />• Standard drainage and utility easements at least 10 feet wide shall be provided <br />along all lot lines. <br />• Drainage and utility easements shall also be dedicated over stormwater <br />management facilities. <br />Stormwater Management and Erosion and Sediment Control <br />The concept plan shows stormwater management in Outlot B and along CSAH 23 (Lake <br />Drive) in the right-of-way. <br />Staff Comments: <br />1. The applicant shall comply with Anoka County, RCWD and City stormwater <br />management requirements. <br />2. Staff has concerns regarding the smaller lots and reduced setbacks in regards to <br />site and yard drainage. <br />Utilities <br />Public water, sanitary and storm sewer utilities will be installed within the development. <br />Municipal water and sanitary sewer utilities to serve the development exist along Lake <br />Drive and Vicky Lane. <br />The site is located in Utility Staging Area IA (2018-2025) and in Sanitary Sewer District <br />2 (Sub -district 213). Flow is collected southward to MCES Meter M211 and Gravity <br />Interceptor 8361 along North Road which passes southwest through Circle Pines. <br />Parks, Greenways and Trail Plan <br />Per the City's 2040 Parks, Greenways and Trails Plan, this development is within the <br />Highland Meadow Park service area. Future public trails are proposed along both the <br />west and east side of CSAH 23 (Lake Drive). <br />Staff Comment: <br />1. A minimum 20 ft wide trail corridor along CSAH 23 (Lake Drive) shall be <br />provided and graded. The potential ponding area shown on the concept plan can <br />not interfere with the future trail corridor. <br />2. The City will require cash in lieu of land dedication. <br />Tree Preservation and Landscaping <br />A Tree Preservation Plan and Landscape Plan in compliance with Section 1007.043(17), <br />Required Screening, Landscaping and Buffer Yards shall be submitted. Landscape buffer <br />and screening is required around the perimeter of the site. Additional landscaping may <br />be required as a condition of the PUD. <br />7 <br />
