4 <br /> <br />Several private Declarations and Operation and Easement Agreements encumber the property. <br />A Third Amendment to the Operation and Easement Agreement between Target, Prior Lake, <br />and Kohl’s has been drafted by the applicant and shall be recorded. The Amendment changes <br />the site plan to allow for the proposed retail buildings (dentist, coffee shop and ATM). <br /> <br />Site Plan <br /> <br />Per applicant’s narrative, “The Lino Retail project will consist of a 4,200 square foot dental <br />clinic, 2,240 square foot coffee shop and a drive thru ATM.” The two (2) buildings and drive <br />thru ATM are proposed on the one (1) lot. The parking lot is located north and east of the <br />buildings. A drive thru lane extends around the buildings and adjacent to CSAH 23 (Lake <br />Drive). The PDO, Planned Development Overlay zoning provides flexibility to allow for <br />multiple buildings on one (1) lot. The two (2) buildings have 10ft of separation. A small <br />outdoor dining/patio area is proposed to the east of the coffee shop. <br /> <br />Staff Comments: <br /> <br />1. All plan sheets shall be signed by licensed professional. <br />2. All one-way drive aisles and drive thru lanes shall be a minimum 12ft wide. <br />3. All two-way drive aisles and drive thru lanes shall be a minimum 24ft wide. <br />4. A sidewalk shall be stubbed from the east lot line to the parking lot. <br />5. The line shown between the buildings shall be removed to avoid confusion that it <br />appears to be a lot line. <br />6. The trash enclosure shall be located to the northeast corner of the site to be consistent <br />with 625 Apollo Drive (Dairy Queen) and 633 Apollo Drive (Discount Tire). <br />7. The building setback line along Apollo Drive shall be changed to 30ft. <br />8.
