COUNCIL MINUTES <br /> 100 6A) City Code Chapter 1010: Signs—City Planner Larsen reviewed the written Staff report noting <br /> 101 tonight is the second reading of the Sign Ordinance. She noted changes to the Ordinance including <br /> 102 making it more content-neutral, easier to read and apply, and increasing dynamic signs from 20 square <br /> 103 feet to 32 square feet with an 8-second hold. <br /> 104 <br /> 105 Councilmember Stoesz thinks 8 seconds makes it difficult to drive by without missing information. <br /> 106 Ms. Larsen replied it is MnDOT standard and the City can change it, however, that is what they see in <br /> 107 cities around Lino Lakes, as well. <br /> 108 <br /> 109 Councilmember Cavegn moved to waive the full reading of Ordinance No. 03-23. Councilmember <br /> 1 to Ruhland seconded the motion. Motion carried on a voice vote. <br /> 111 <br /> 112 i. Consider 2nd Reading of Ordinance No. 01-23, Sign Ordinance Amendment <br /> 113 <br /> 114 Councilmember Cavegn moved to approve the 2nd Reading and Adoption of Ordinance No. <br /> 115 01-23 as presented. Councilmember Ruhland seconded the motion. Motion carried on a roll <br /> 116 call vote: Yays, 5; Nays, none. <br /> 117 <br /> 118 ii. Consider Resolution No. 23-21,Authorizing Summary Publication <br /> 119 <br /> 120 Councilmember Stoesz moved to approve Resolution No. 23-21 as presented Councilmember <br /> 121 Lyden seconded the motion. Motion carried on a voice vote. <br /> 122 <br /> 123 6B) Centennial Middle School Tennis Court Relocation and Parking Lot Addition - City Planner <br /> 124 Larsen reviewed the written Staff report noting the Middle School is taking an existing parking lot and <br /> 125 flipping it with tennis courts. The property requires a Conditional Use Permit (CUP) for schools and <br /> 126 must come back through the public hearing process. She noted the tennis courts are in poor condition <br /> 127 and relocating them brings it closer to the other athletic fields. She shared about the project including <br /> 128 demolition and reconstruction of eight courts while adding dual-use for pickleball, parking, lighting, <br /> 129 trail reconstruction on the east side, chain link fence, and drain tiles. Ms. Larsen shared about public <br /> 130 comments received regarding potential storm water contamination of a private well and noted the <br /> 131 storm water pond actually provides water quality. Another concern was in regards to lighting of the <br /> 132 parking lot and Ms. Larsen shared that the City is under the allowance and spoke about foot candle <br /> 133 measurements. She shared that the Planning and Zoning Board recommended approval 5-0 with a <br /> 134 condition that parking lot lights be turned off at night. After the meeting Staff conferred with Public <br /> 135 Safety who recommends the lights stay on at night, although they could be dimmed, because a dark, <br /> 136 unlit parking lot poses a safety concern. <br /> 137 <br /> 138 Councilmember Cavegn asked about the location of the new tennis courts and traffic safety, noting <br /> 139 tennis balls may fly into traffic on all sides. Ms. Larsen stated it is no different from the existing <br /> 140 situation. <br /> 141 <br /> 142 Councilmember Cavegn asked about the route for people in a wheelchair to get to the building. Ms. <br /> 143 Larsen shared about the proposed crosswalk and striping. Councilmember Cavegn asked why the <br /> 144 handicap parking spots are so far away. Ms. Larsen replied that is for the opportunity to get to the <br /> 145 athletic field to the west. Mr. Cavegn asked if they could split them so they are equal on both sides. <br /> 146 Ms. Larsen noted the existing parking lot may have handicap stalls and they may not be marked on the <br /> 147 plans. <br /> 148 <br /> 3 <br />
