CITY COUNCIL WORK SESSION <br /> APPROVED <br /> 42 - Review of existing ditch system (on map) and summary of drainage plans ; <br /> 43 - Council action requested and advisory board actions and public comments . <br /> 44 Mayor Rafferty asked about the 2 - 1 vote of the Planning and Zoning Board . Ms . Larsen <br /> 45 noted that the board is at 5 members and 2 were absent. Ms . Larsen said the nay voter <br /> 46 didn' t make specific comments . <br /> 47 <br /> 48 Mayor Rafferty noted the NE corner and the possibility of the culvert. Is staff concerned <br /> 49 that the culvert wasn ' t possible due to an easement situation . Ms . Hankee explained the <br /> 50 plunge pool dissipater and, after review, staff doesn' t have concerns about the design . <br /> 51 Council Member Stoesz asked about the width of the road and how it compares to <br /> 52 NorthPoine roadways ; will there be any parking restrictions? Ms . Hankee noted that <br /> 53 nearby Red Oak has a landscaped median but that is not planned for this development. <br /> 54 Staff has ensured that streets will align . Ms . Hankee also noted traffic restrictions that <br /> 55 will be included. There will be no parking in the area of the turn lanes . Ms . Larsen <br /> 56 added that the roads in general are 32 ' wide and here is no variance planned for this <br /> 57 development. <br /> 58 Council Member Lyden noted that there are legitimate concerns that need to be heard. <br /> 59 There are eight total acres being drained by rocks to a ditch . It bothers him that it will be <br /> 60 drained to a private ditch and therefore some responsibility falls to the owner of that <br /> 61 ditch . He has looked at elevations in the area and how that will drain . He hears <br /> 62 engineers speak about rate of drain but he prefers to discuss volume . This involves a <br /> 63 field and it ' s important to consider the volume of water proposed and the distance over <br /> 64 which the drop will occur . Considering those elements , this should be a drop of about <br /> 65 eleven feet rather than close to one foot . If that property was to flood, it ' s private <br /> 66 property so it would be the owner ' s responsibility . He has other concerns as well . <br /> 67 Mayor Rafferty asked about the source of Mr . Lyden ' s technical information . <br /> 68 Councilmember Lyden noted the information is based on what he believes is an <br /> 69 engineer ' s standard. <br /> 70 Linda Broussard and David Vickers , own and live on the farm west of the <br /> 71 development. Ms . Broussard asked the City Engineer if she is aware of the holding <br /> 72 volume of the pond. She ' s noted that the original plan called for a deeper and smaller <br /> 73 pond . Total square footage was increased in the new ponds . Another question she has , <br /> 74 looking at the 2030 Comprehensive Plan , she believes their acreage is supposed to be <br /> 75 staged for sewer in 2030 (they own all of the property on the western side of the proposed <br /> 76 development) . Their primary concern is to lose production in the field (due to water) and <br /> 77 additional cost to them if there is erosion . They have about 40 or 50 feet where the water <br /> 78 flows over the ground and over years the pond will not stay the same depth ; pond <br /> 79 cleaning is very expensive and a difference will impact water on their property . While <br /> 80 the water naturally flows to their property , currently it comes from a large area rather than <br /> 81 the proposed ditch. <br /> 82 <br /> 2 <br />
