CITY COUNCIL WORK SESSION <br /> APPROVED <br /> 83 City Engineer Hankee explained that the drainage areas to pond remain the same . She <br /> 84 doesn ' t have the numbers tonight on volume change but the way the pond works is that <br /> 85 you have acres of impervious surface being added that will cause the water to flow more <br /> 86 quickly ; it moves to a pond and it leaves the site from there ; a larger pond lowers the rate . <br /> 87 Ms . Broussard asked at what point the water starts moving toward the dissipater Ms . <br /> 88 Hankee explained at what point the water would flow from the pond (as indicated in the <br /> 89 plans) . Ms . Broussard wondered if they will have constant flow to their property . <br /> 90 City Planner Larsen noted, regarding the utility staging, that the property would be <br /> 91 included in the 2025 to 2030 area. <br /> 92 Councilmember Cavegn noted the issue of erosion that lays with the property owner . He <br /> 93 sees that as a burden and perhaps unfair . He wonders if there are other options . City <br /> 94 Engineer Hankee explained that the applicant has met the requirements for storm water <br /> 95 management ; the runoff rates to that site are being reduced . She wants to better <br /> 96 understand the concern. Councilmember Cavegn explained that there is a large amount <br /> 97 of water flowing to a certain amount of property and he believes that the concentration of <br /> 98 the flow will cause erosion . Ms . Hankee said the rate will be controlled with the ponding <br /> 99 system whereas currently it would come all at once ; there shouldn ' t be a large surface <br /> 100 flow . Councilmember Cavegn asked if there are currently erosion issues and Mr . <br /> 101 Vickers explained the current situation and his concern about where the dirt will land and <br /> 102 he believes that it will be in the ditch and in turn the water in the ditch will be elevated. <br /> 103 The impact will be on the yield of crops planted on his property . It isn ' t right for him to <br /> 104 incur the cost of maintenance . Ms . Hankee explained that the dissipater will take out the <br /> 105 sediment, noting that is what has happened in fact in the NorthPointe area. Community <br /> 106 Development Director Grochala said he believes the concern is erosion caused from the <br /> 107 dissipater to the ditch and will that cause erosion ; he believes there can be information <br /> 108 provided to ensure that isn ' t a problem . Mr . Grochala suggested an easement in a certain <br /> 109 area to the City of Lino Lakes to ensure that maintenance occurs . Ms . Broussard <br /> 110 explained that any easement has to receive consent of Xcel Energy as well as the <br /> 111 watershed district; past that, she thinks that something they would discuss . <br /> 112 Mayor Rafferty noted that the developer has an engineer providing information that is <br /> 113 reviewed by the City ' s engineer . Staff is suggesting an easement agreement to ensure <br /> 114 certain maintenance . He is interested in seeing the resident ' s concerns addressed . <br /> 115 Community Development Director Grochala said staff will explore the easement and <br /> 116 address the residents ' concerns . <br /> 117 Councilmember Lyden wondered if this development would be a better quality of <br /> 118 neighborhood if it were zoned Rlx ; his personal preference is that. Also , on the park , he <br /> 119 doesn ' t think it ' s realistic for kids to travel across 201h Street to a park. His suggestion is , <br /> 120 in the first staging area, leave a couple of pads as open space initially and until <br /> 121 development of a park . Another concern is that cul de sacs are limited in length by city <br /> 122 ordinance and he believes this development is in violation . Mayor Rafferty noted that <br /> 3 <br />
