COUNCIL MINUTES APPROVED 43 E) Consider Approval of Resolution No. 20- 143 , Approving 44 Stipulation Agreement and Easement Agreement, 45 Leible Property, NE Lino Drainage Improvement Proj Approved i 46 F) Consider Approval of Resolution No, 20- 144, Amending 47 Resolution No. 20- 129 and Resolution No. 20- 130 as 48 related to 426 Pine Street Approved i 49 FINANCE DEPARTMENT REPORT ( 50 2A) 2021 Fee Schedule: i) Consider Approval of Second Reading and Adoption of 51 Ordinance No. 07-20, Establishing the 2021 City Fee Schedule; ii) Consider Approval of 52 Resolution No. 20435, Approving Summary Publication of Ordinance — Finance Director Lynch 53 reviewed her written report recommending the second reading and adoption of the City' s fee schedule 54 ordinance to be effective in 2021 . She noted that all changes are noted in red. 55 Councilmember Stoesz moved to waive the full reading of Ordinance No. 07-20 as presented. 56 Councilmember Ruhland seconded the motion. Motion carried : Yeas, 5 ; Nays none. 57 Councilmember Cavegn moved to approve the 2nd Reading and Adoption of Ordinance No . 07-20 58 as presented, Councilmember Ruhland seconded the motion. Motion carried: Yeas, 5 ; Nays none . 59 Councilmember Ruhland moved to approve Resolution No . 20- 135 as presented. Councilmember 60 Cavegn seconded the motion. Motion carried: Yeas, 5 ; Nays none. 61 ADMINISTRATION DEPARTMENT REPORT 62 There was no report from the Administration Department, 63 PUBLIC SAFETY DEPARTMENT REPORT 64 4A) Consider Approval of 2"1 Reading of Ordinance No. 08-20, Enacting Ordinance 65 Regulating Targeted Picketing in Residential Neighborhood — Public Safety Director Swenson 66 reviewed his written staff report regarding an amendment to the Code of Ordinances adding a new 67 Chapter 511 regarding targeted picketing. The first reading was approved by the Council on 68 November 9th. 69 Councilmember Lyden moved to waive the full reading of Ordinance No . 08-20 as presented. 70 Councilmember Ruhland seconded the motion . Motion carried : Yeas, 5 ; Nays none. 73 PUBLIC SERVICES DEPARTMENT REPORT 74 5A) Consider Approval of Resolution No. 20-138, Approving Payment No. 2 and Final, 2020 75 Trail Maintenance Project — City Engineer Hankee explained that the action requested would be 76 final payment for the project. She added that the next year' s project will continue on with this trail . 77 Ms. Hankee noted the final project cost. 78 Councilmember Lyden wondered if the City would be well served by purchasing it' s own trail 79 maintenance equipment. 80 Councilmember Stoesz moved to approve Resolution No. 20- 138 as presented.
