This addition of the <br />development is being served by 8- inch diameter poly-vinyl chloride (PVC) pipe along with <br />4-inch diameter Schedule 40 PVC service pipe to each lot. <br />•Transportation <br />The proposed roadways are consistent with the preliminary plat. The work in this addition <br />includes constructing Rainy Lane, Victoria Circle, Norway Lane (from 5th Addition limits to <br />Rainy Lane), and Osakis Street. Rainy Lane is proposed to be 36’ wide from back-of-curb <br />to back-of-curb (this will need to be increased to 38’ wide back-of-curb to back-of-curb), <br />Norway Lane and Osakis Street are proposed to be 32’ wide from back-of-curb to back-of- <br />curb, and Victoria Circle is proposed to be 30’ wide from back-of-curb to back-of-curb. <br />The applicant is proposing to add a designated right turn lane to Rainy Lane from <br />northbound 20th Avenue (CSAH 54). The applicant is also proposing to add a designated <br />right turn lane to Rehbein Street for southbound traffic on 20th Avenue (CSAH 54). The <br />applicant will coordinate with Anoka County as to whether left turn lanes are warranted <br />from 20th Avenue (CSAH 54) onto either Rainy Lane and/or Rehbein Street. <br />Trails and sidewalks <br />Trails and sidewalks are shown extending on both sides of all streets except for Victoria <br />Circle. The trail extending east from Rainy Lane between Blocks 2 and 3 is shown <br />terminating with a temporary turnaround that is not required and can be removed. <br />Comments: <br />1.The Rainy Lane typical street section needs to be adjusted to be 38’ back- <br />to-back (minimum 36’ face to face required) <br />2.Provide truck turning movements for the cul de sac across from Osakis <br />Street. Verify to see if the cul du sac throat can be narrowed near Rainy <br />Lane and still line up with Osakis Street to the south <br />3.Applicant appears to meet typical street light installation requirements (every <br />400 to 500 ft, at intersections, and at the end of cul-de-sacs) <br />4.Provide a left through lane and a right only lane at the intersection of Rainy <br />Lane with 20th Avenue/CSAH 54 <br />5.Applicant to verify whether the pedestrian ramp at the northeast corner of <br />Rainy Lane and Norway Lane can meet ADA requirements with the steeper <br />grade (~4%). <br />6.The culverts at the 20th Avenue intersection shall have a safety grate and <br />the maximum slope of the ground leading up to them from the road is 6:1. <br />Coordinate with all Anoka County requirements. <br />7.Rainy Lane striping is being reviewed and additional information will be <br />provided by the City Engineer. There will be a no parking area to meet state <br />aid standards. <br />8. The mid-block pedestrian crossing shall be removed.
