8 <br />Street A (Haywood Drive) is identified as a minor collector road in the Transportation <br />Plan and provides a north-south corridor from CSAH 14 (Main Street) to eventually Pine <br />Street. All proposed street right-of-way widths are 60ft and the paved surface appears to <br />be 32ft wide. <br /> <br />Street E shall connect to Andall Street. Arena Acres was platted in 1981 and a 60ft wide <br />Outlot B was platted for future road connection to the east. This outlot is owned by the <br />City. The extension will connect the neighborhoods and transportation system. This <br />standard transportation practice has been implemented throughout the City such as the <br />Saddle Club connection to Fox Road and the St. Clair Estates connection to Hokah Drive <br />and Sioux Lane. <br /> <br />The Andall Street connection is supported by Lino Lakes Public Safety-Police Division <br />and Fire Division in order to provide faster and more direct emergency response to the <br />entire area. The connection is also supported by Public Works to provide better efficiency <br />for street maintenance and snow plowing. <br /> <br />This street connection is further supported by the following City Code Sections: <br /> <br />§ 1001.096 LAND REQUIREMENTS. <br /> (2) Proposed subdivisions shall be coordinated with surrounding properties and/or <br />neighborhoods so that the city as a whole may develop efficiently and harmoniously. <br /> <br />§ 1001.100 STREETS AND ALLEYS. <br /> (3) Streets, continuous. Except for cul-de-sacs, streets shall connect with streets <br />already dedicated in adjoining or adjacent subdivisions or provide for future connections <br />to adjoining unsubdivided tracts, or shall be a reasonable projection of streets in the <br />nearest subdivided tracts. The arrangement of thoroughfares and collector streets shall be <br />considered in their relation to the reasonable circulation of traffic, to topographic <br />conditions, to runoff of storm water, to public convenience and safety, and in their <br />appropriate relation to the proposed uses of the area to be served. <br /> <br />Staff Comments: <br /> <br />1. Street A and Street C shall be a stronger north-south collector street. <br />2. Street A north of the gas line easement should “T” into the collector street. <br />3. Street right-of-way shall be a minimum of 60 ft wide. The paved road surface <br />widths may be reduced in the cul de sacs. <br />4. Cul de sacs shall not exceed 500 ft in length and bulbs shall meet City standards. <br />5. A traffic study shall be required. <br />6.
