CITY COUNCIL <br />WORK SESSION STAFF REPORT <br />ITEM NO. 8 <br />STAFF ORGINATOR: Meg Sawyer, Human Resources and Communications Manager <br />DATE OF WORK SESSION: October 2, 2023 <br />TOPIC: Part-Time Firefighter Compensation Plan <br />______________________________________________________________________________ <br />BACKGROUND <br />In 2021, the City Council approved a daytime fire response plan and the hiring of a part-time <br />duty crew of firefighters assigned to Fire Station #1 and #2. At that time, staff used the <br />Keystone Job Leveling System, which is a point-factor job evaluation system, to determine the <br />relative value of the part-time firefighter position within the City of Lino Lakes. The evaluation <br />outcomes are used to develop internally equitable compensation structures and establish <br />external compensation programs using market benchmark data. Staff also uses this job <br />evaluation system when reporting their required local government Pay Equity Report to the <br />State of Minnesota (Local Government Pay Equity Act, M.S. 4 71.991-471.999 and Minnesota <br />Rules, Chapter 3920). <br />After completion of the job evaluation system, the following Salary Range Matrix and annual <br />step structure was created for the part-time firefighter position. The 2023 compensation plan <br />included a 3% general wage increase (COLA), plus a .75% market adjustment. The 2024 <br />compensation plan includes a 3% general wage increase (COLA), plus a .75% market <br />adjustment. <br />In addition to the compensation outlined above, all part-time firefighters are enrolled in the <br />Coordinated Pension Plan that is administered by the Public Employees Retirement Association <br />(PERA). City of Lino Lakes part-time firefighters contribute 6.5% of their total salary and the City <br />ATTACHMENT TO ITEM 5284
