The concept of Natures Refuge was first presented to the City in 2006 as a conservation <br />subdivision. The original site was 232 gross acres (approximately 100 acres upland and 132 <br />acres wetlands/conservation easements) and 278 single family units were proposed. A <br />mandatory Environmental Assessment Worksheet (EAW) was prepared because the 278 <br />housing units exceeded the 250 housing unit Environmental Review Record (ERR) threshold. It <br />was determined the project did not have the potential for significant environmental effects and <br />the Council passed Resolution No. 07-06 making a Negative Declaration on the Need for an EIS. <br />The original project did not materialize past the EAW process due to the decline in the housing <br />market and no preliminary plat was ever submitted. A smaller phase of Natures Refuge was <br />approved in January 2022 with 60 single family units on 95 gross acres. This proposed second <br />phase (Natures Refuge North) proposes 108 single family units on 60 gross acres. <br /># Lots Acres <br />Natures Refuge 60 95 <br />Natures Refuge North 108 60 <br />TOTAL 168 155 <br />Current Proposal <br />The applicant is proposing the following mix of residential lot widths and housing unit types: <br />Housing Type Lot Width # Units <br />Large Single Family Lots = 80 ft 9 <br />Single Family Lots = 65 ft 39 <br />Single Family Villa Lots = 50 ft 60 <br />TOTAL = 108 <br />The development transitions the larger 80ft wide lots along the west lot line near the existing <br />Arena Acres to the 65ft wide lots to 50ft wide villas as you move east. The villas provide a life <br />cycle housing option with main-level living with association-maintain yards and snow removal. <br />Wetlands and stormwater ponds are integrated throughout the development creating <br />approximately 30 acres (50%) of open space. <br />See the attached applicant’s narrative for a detailed description of the project. <br />28
