1 <br />CITY COUNCIL <br />REGULAR MEETING STAFF REPORT <br />AGENDA ITEM 3A <br />STAFF ORIGINATOR: Katie Larsen, City Planner <br />MEETING DATE: January 22, 2024 <br />TOPIC: Consider 1st Reading of Ordinance No. 02-24, Zoning <br />Ordinance Map Amendment-Water Treatment Plant (6590 <br />12th Avenue) Rezoning from R-1X to PSP <br />VOTE REQUIRED: 3/5 <br />______________________________________________________________________________ <br />INTRODUCTION <br />The City is rezoning the property located at 6590 12th Avenue from R-1X, Single Family <br />Executive to PSP, Public and Semi-Public for the purpose of constructing a City water treatment <br />plant. <br />BACKGROUND <br />The 2040 Comprehensive Plan identifies the need for a City water treatment plant. In June <br />2020, a water treatment plant feasibility study was completed which recommended the <br />construction of a conventional gravity filtration system. The study identified the southwest <br />intersection of Birch Street and 12th Avenue as the best location. The site is located just east of <br />Well No. 3. and is also within a mile of Well No’s. 1, 3, 5 and 6. Trunk watermain bisects the site <br />and raw watermain can be installed efficiently to treat these four (4) wells at this central <br />location. In May 2023, the City Council authorized purchase of the 6 acre parcel located at 6590 <br />12th Avenue for the purpose of constructing the water treatment plant. The deed was recorded <br />in August 2023. The property is currently zoned R-1X, Single Family Executive and will be <br />rezoned to PSP, Public and Semi-Public to be consistent with the construction of a public <br />building. Tentative schedule is summer 2024 construction and 2026 operation. <br />ANALYSIS <br />This land use application is for rezoning only. An Architectural Design Committee consisting of <br />City staff, two (2) Council members, and Oertel Architects staff have been working on the <br />building design. Staff will complete a full site and building plan review when final plans are <br />complete.
