CITY COUNCIL WORK SESSION December 4, 2017 <br />DRAFT <br /> 10 <br />Council Member Manthey said he’d like to wait and see with more data. But he’d love 402 <br />to see the tangible impact on the community that parks and trails can bring. It’s good to 403 <br />not let assets fall apart. 404 <br /> 405 <br />Mayor Reinert noted the levy of 42.3. The 42.756 that went out in the Truth in Taxation 406 <br />statements is a change based on a change in valuation. 407 <br /> 408 <br />Council Member Kusterman suggested using more funds to a need that’s there at a time 409 <br />when funds are available. Mayor Reinert noted that the city was forced into a position of 410 <br />austerity by the loss of value during a difficult period. Council Member Kusterman 411 <br />suggested dedicating $500,000. Council Member Manthey clarified that if the funds are 412 <br />dedicated, what specifically would they be spent on. Mayor Reinert said the funding 413 <br />keeps up with the schedule presented; he wouldn’t support going higher than presented. 414 <br />There is $400,000 put aside if more is needed and could be used with a future decision. 415 <br />The funding would be used for maintenance of current facilities. Council Member 416 <br />Manthey said he’d like to see trail projects done. Mayor Reinert asked that the council 417 <br />look at the situation in January, with up to date surplus information, and with a dedication 418 <br />to trails 419 <br /> 420 <br />Council Member Rafferty asked that the council make a direction this evening. Mayor 421 <br />Reinert said how about the $300,000 discussed and $100,000 for trails. Council Member 422 <br />Rafferty said he’s more in line with the $500,000 mentioned; it could be a rare 423 <br />opportunity. Director Grochala warned the council again about the expenses that exist in 424 <br />the area of building permit revenues; many inspections related to the revenue remain 425 <br />outstanding. 426 <br /> 427 <br />Council Member Maher said she’d love to put as much as possible into the goals but she 428 <br />understands the need for caution. She’d like to do $500,000 but sees the $400,000 may 429 <br />be more appropriate at this time. 430 <br /> 431 <br />The council concurred that the figure is $400,000 but that doesn’t include the $30,000 432 <br />that is already budgeted for trails. Ms. Cotton explained that the funds will be held in a 433 <br />management fund and the Park Board will make recommendations that come back to the 434 <br />council. 435 <br /> 436 <br />Council Member Kusterman said he feels $500,000 is reasonable with a unique funding 437 <br />opportunity such as this. 438 <br /> 439 <br />Council Member Rafferty concurred with Council Member Kusterman. He’d like to see 440 <br />the positive move forward.
