COUNCIL MINUTES December 11, 2017 <br />DRAFT <br />4 <br />ADMINISTRATION DEPARTMENT REPORT 127 <br /> 128 <br />3A) Therapeutic Massage Regulations: i) Consider 2nd Reading and Adoption of Ordinance 129 <br />No. 06-17, Adding Chapter 616 to the Lino Lakes Code of Ordinances, relating to Therapeutic 130 <br />Massage Licensing – City Clerk Bartell requested city council consideration of the adoption of this 131 <br />ordinance that will add therapeutic massage regulations to the city code. The regulations include an 132 <br />application process and conditions for licensing. 133 <br />Council Member Rafferty moved to waive the full reading of Ordinance No. 06-17. Council Member 134 <br />Maher seconded the motion. Motion carried on a voice vote. 135 <br />Council Member Rafferty moved to approve the 2nd Reading and adoption of Ordinance No. 06-17 as 136 <br />presented. Council Member Maher seconded the motion. Motion carried; Yeas, 5; Nays none. 137 <br /> ii) Consider Resolution No. 17-152, Approving Summary Publication of Ordinance No. 138 <br />06-17 139 <br />Council Member Kusterman moved to approve Resolution No. 17-152 as presented. Council Member 140 <br />Manthey seconded the motion. Motion carried on a voice vote. 141 <br />3B) Consider Appointment of Community Development Intern – Human Resources Manager 142 <br />Bartholomew reviewed staff’s recommendation to hire Kathy Laur. 143 <br />Council Member Kusterman moved to approve the appointment of Kathy Laur as recommended. 144 <br />Council Member Manthey seconded the motion. Motion carried on a voice vote. 145 <br /> 146 <br />PUBLIC SAFETY DEPARTMENT REPORT 147 <br />4A) Public Hearing – Body Worn Camera Policy – Public Safety Director Swenson requested 148 <br />that the council conduct a public hearing as required by statute. Comments are to be received on the 149 <br />draft policy. This policy has been developed with extensive work by staff and the council has had the 150 <br />opportunity for review also. Mr. Swenson noted that the department received two email comments: 151 <br />questioning use of a camera at schools, on metadata that is collected, and audits by supervisors and 152 <br />the ability to put a camera on a police canine. They have answered all questions received. This 153 <br />public hearing is the final step in implementing the use of cameras. 154 <br />Mayor Reinert opened the public hearing. 155 <br />There being no one present wishing to speak, the public hearing was closed. 156 <br />Mayor Reinert remarked that this is a great opportunity for police officers to have information 157 <br />available to show how everything happened. 158 <br /> 159 <br />Council Member Manthey thanked Public Safety Director Swenson for utilizing forfeiture funds to 160 <br />purchase this equipment. 161 <br />There was no action on this item. 162 <br />4B) Consider Hire of Paid On-Call Firefighter – Public Safety Director Swenson noted that 163 <br />staff is seeking approval to hire a paid on-call firefighter. He explained the process that brings 164 <br />forward this good candidate and also how her training will proceed. 165
