COUNCIL MINUTES December 11, 2017 <br />DRAFT <br />5 <br />Council Member Maher moved to approve the hiring of Krista Marshik as recommended. Council 166 <br />Member Rafferty seconded the motion. Motion carried on a voice vote. 167 <br /> 168 <br />PUBLIC SERVICES DEPARTMENT REPORT 169 <br /> 170 <br />5A) Consider Resolution No. 17-140, Approving Sprint Spectrum L.P. Lease Agreement – 171 <br />Water Tower #1 – Public Services Director DeGarder reviewed his written report. Staff is 172 <br />recommending execution of a lease agreement as outlined. 173 <br />Council Member Kusterman moved to approve Resolution No. 17-140 as presented. Council Member 174 <br />Maher seconded the motion. Motion carried on a voice vote. 175 <br /> 176 <br />COMMUNITY DEVELOPMENT DEPARTMENT REPORT 177 <br />6A Consider Resolution No. 17-133 Approving Watermark PUD Development Stage Plan 178 <br />Amendment #2-Architectural Design Standards – City Planner Larsen reviewed a PowerPoint 179 <br />presentation outlining the following: 180 <br />- Development Stage Plan Amendment proposed; 181 <br />- Regulations impacting development proposal; 182 <br />- Review of single family homes proposed (lot, floor area and garage size noted); each could 183 <br />have different elevations, etc. 184 <br />- Comparison with previously proposed Mattamy Homes proposal; 185 <br />- Review of different house collections that would be offered in this project; 186 <br />- Areas that meet city regulations; 187 <br />- Areas of flexibility requested by developer (PUD) in porch size and garage protrusion; 188 <br />- A two foot recess on additional stalls (4 feet required); Renderings of different styes reviewed; 189 <br />- Request to utilize vinyl siding; 190 <br />- What Watermark project was bringing to city; 191 <br />- Planning and Zoning Board approval. 192 <br />Council Member Rafferty noted a reputable builder that utilizes a plywood foundation. He confirmed 193 <br />that this project would not be utilizing that. 194 <br />Council Member Kusterman asked about the possibility of enlarging the garage by modifying inside 195 <br />space; Ms. Larsen said that would be allowed. 196 <br />Council Member Maher explained that her only issue is garage width; she’s not seeing the storage she 197 <br />thinks is needed. 198 <br />The representative present from Lennar builders explained that townhome projects are predesigned and 199 <br />not open to modification. He pointed out that Lennar has experience selling these units and they 200 <br />recognize that it’s a lifestyle choice. They do not get complaints about garage sizes. 201
