COUNCIL MINUTES December 11, 2017 <br />DRAFT <br />6 <br />Council Member Kusterman moved to approve Resolution No. 17-133 as presented. Council Member 202 <br />Manthey seconded the motion. Motion carried on a voice vote; Mayor Reinert voted no. 203 <br />6B West Shadow Lake Area and LaMotte Area Street and Utilities: i. Consider Resolution No. 204 <br />17-149 Accepting Report on Improvements (Amending May 8, 2017 Feasibility Report); 205 <br />ii. Consider Resolution No. 17-150 Order Public Hearing on Improvements, West Shadow Lake 206 <br />Area Utilities; 207 <br />iii.Consider Resolution No. 17-151 Order Public Hearing on Improvements, LaMotte Area Utilities 208 <br />City Engineer Hankee reviewed the three actions before the council. She presented information on: 209 <br />- Amended feasibility report to include municipal utilities; 210 <br />- West Shadow Lake area proposed utility improvements; 211 <br />- Proposed utility lines (on a map); 212 <br />- West Shadow Lake Area Utility Cost; 213 <br />- West Shadow Lake Area Assessment Analysis; 214 <br />- Other costs (sanitary sewer and water system) 215 <br />- Total per unit with fees is about $22,000; 216 <br />- West Shadow Lake Area Project Schedule; 217 <br />- LaMotte Area Proposed Utility Improvements; 218 <br />- LaMotte Area Utility Costs; 219 <br />- LaMotte Area Assessment Analysis; 220 <br />- LaMotte Area Survey Results (survey indicates majority not interested in water improvement); 221 <br />- LaMotte Area Schedule. 222 <br />Mayor Reinert remarked that he thinks it would be appropriate to hold hearings on both projects to give 223 <br />residents maximum opportunity to interact. 224 <br />Council Member Maher asked about the City Charter implications. Community Development Director 225 <br />Grochala explained that adding utilities triggers the petition period but there would not be a referendum 226 <br />because there are no general fund dollars. Council Member Maher asked how staff is determining that 227 <br />residents in the West Shadow Lake project area want utilities. Ms. Hankee recalled past feasibility 228 <br />studies when that was indicated. Mr Grochala noted residents have been inquiring for some time 229 <br />about the improvements. Council Member Maher also asked about the number of lots indicated and 230 <br />future buildable units. Staff explained that they may have assumed more lot splits in the past. Council 231 <br />Member Maher noted that Page 224 of the staff report references a water line from Birch to Sandpiper 232 <br />and Ms. Hankee explained how they a proposing to get bids on an alternative loop. Council Member 233 <br />Maher asked about well sealing that may be necessary and Ms. Hankee replied that staff will provide 234 <br />the necessary information to property owners. It was clarified that separation of 50 feet is required 235 <br />between sewer and water systems. 236 <br />Council Member Rafferty asked about survey data (LaMotte) and heard about response deadline and 237 <br />how staff reached out. They did receive more than half of the surveys back. Council Member Rafferty 238 <br />volunteered to go door to door in order to get one hundred percent on the survey. Community 239
