Watermain and Sanitary Sewer assessments for the West Shadow Lake Drive Area were <br />analyzed on a per unit basis of parcels adjacent to the project site benefitting from the <br />extension of sanitary sewer and watermain. The per unit assessment was calculated by dividing <br />the cost of the watermain and sanitary sewer each by the total number of existing units and <br />subdividable units on the project. Trunk utility costs were not included with the per-unit cost <br />for either the sanitary sewer or watermain. Lots determined to be unbuildable, without direct <br />access to the proposed utilities, or with no benefit provided were not included in the <br />calculation. <br />Existing parcels will be charged a single per-unit cost. On subdividable parcels, the per-unit cost <br />for each additional buildable unit will be charged to the property owner at the time of <br />subdivision / connection. The per-unit cost for subdividable parcels will be equal to the base <br />cost plus the Engineering News Record (ENR) Construction Cost Index increase; the ENR <br />Construction Cost Index for 2017 was approximately 5% and will vary from year to year. <br />The analysis was based on 66 existing parcels and 7 sub-dividable parcels that would be <br />receiving municipal utility services. The total number of lots used in the per-unit calculation was <br />73 (66 + 7). Actual buildable lots will be determined by the City when applications for <br />subdivisions are submitted. <br />The assessment calculation for the sanitary sewer is: <br />$337,101.60 / 73 units = $4,617.83 per unit <br />The assessment calculation for the watermain is: <br />$706,292.40 / 73 units = $9,675.24 per unit <br />The combined assessments per unit are as follows: <br /> $4,617.83 + $9,675.24 = $14,293.07 per unit <br />In addition to the proposed special assessments, residents would be responsible for the <br />following additional costs. <br />Sanitary Sewer: <br /> City Trunk Utility Connection Fee: $2,913 per unit <br />MCES Connection Fee: $2,485 per unit <br /> Connection from property line to house and grinder pump system <br />Water System: <br /> City Trunk Utility Connection Fee: $3,522 per unit <br /> Connection from property line to house
