COUNCIL MINUTES January 22, 2018 <br />DRAFT <br />3 <br />- Other costs (city trunk connection fee, Met Council Environmental Services fee and cost to 93 <br />connect to house from property line); 94 <br />- Survey Results reviewed; 95 <br />- Project schedule and process reviewed, including petition period of 60 days. 96 <br /> 97 <br />Council Member Rafferty noted that some additional costs were pointed out in the presentation. Ms. 98 <br />Hankee explained the portion that the city pays, the amounts assessed and the ability for people to 99 <br />choose to hook up right away or later. The additional costs would be assessed, with a payment 100 <br />period available. Council Member Rafferty recommends that staff give residents as much 101 <br />information as possible about their exposure to costs. Mayor Reinert suggested that proposed costs 102 <br />could be compared to past proposed costs for this project and he believes they would overall be lower 103 <br />cost to the residents. 104 <br /> 105 <br />Mayor Reinert opened the public hearing. 106 <br /> 107 <br />Greg Olson, 6916 West Shadow Lake Drive, longtime resident. He originally purchased a lot and 108 <br />had to attend a Planning and Zoning Board meeting at which problems with building were brought 109 <br />up. That was 1982 and at that time they were assured that sewer and water was going to be put in. 110 <br />Additionally the road is in terrible condition. The numbers are high but he recognizes that the work 111 <br />must be done. He thanks the council for moving this forward. 112 <br /> 113 <br />Lynn Francis, 6961 West Shadow Lake Drive, asked about the additional cost to bring the services to 114 <br />the home. Ms. Hankee said there will be different situations based on settings; she predicts that the 115 <br />cost will be between $5,000 and $10,000. Mayor Reinert remarked that each time this is discussed, 116 <br />there can be some sticker shock but later on those numbers continue to go up. 117 <br /> 118 <br />The council asked if the value of the home will reflect the cost of these improvements and several 119 <br />residents said they believe so. 120 <br /> 121 <br />Council Member Manthey remarked that he has public water and sewer and has been told by realtors 122 <br />that the value is there. 123 <br /> 124 <br />Marg Penn, 7002 West Shadow Lake Drive, asked if there is any chance that the city could have 125 <br />residents get work done in aggregate to get better prices and Ms. Hankee said that is possible. 126 <br /> 127 <br />Mike Trehus, 675 Shadow Court. Mr. Trehus remarked that deciding the project is up to the city 128 <br />council and the residents of the area. That means that the minority must live with the majority’s 129 <br />decision. He reviewed costs that he’s heard. He noted his research on grinder pumps and sewer 130 <br />costs. He noted that he has brought information to share on good septic systems which can be very 131 <br />low cost to operate and very reliable. He also provided information on water services. He noted 132 <br />that the neighborhood has a big decision to make. He stated that they do not need municipal water 133 <br />but he is acceptable to the sewer services. Based on his question, there was also discussion about 134 <br />areas where the water will be extended. Mayor Reinert said he isn’t convinced at this point that the 135 <br />extension is needed and continues to receive data. 136 <br /> 137
