COUNCIL MINUTES January 22, 2018 <br />DRAFT <br />4 <br />John Bergeson, 6996 West Shadow Lake Drive, spoke in support of extending sewer and water. He 138 <br />is thankful for the road improvements and it makes no sense to put the road in without the sewer and 139 <br />water. One point that has been missed is that if you have a functioning well and sewer, you don’t 140 <br />have to hook up to municipal utilities; you can keep the well and septic if they are maintained. He 141 <br />feels that hooking up does make a positive difference when it comes time to sell a home. 142 <br /> 143 <br />Charles Puskas, 6994 West Shadow Lake Drive. He thanked Ms. Hankee for working with the 144 <br />neighborhood; she has fielded a lot of questions and discussed a lot of concerns. He supports the 145 <br />direction this is going and he encourages the council to proceed with the project. 146 <br /> 147 <br />Donnell Hansen, 6710 West Shadow Lake Drive. She has a newer septic system but she respects 148 <br />other’s needs and desires. She wants to know if people with septic systems will be asked to change. 149 <br />Ms. Hankee said that septic systems must be compliant to remain. A building official determination 150 <br />may be involved. Mayor Reinert said it’s an important question. He feels that having a 151 <br />noncompliant system would probably mean the system would have to be replaced anyway. People 152 <br />should be able to know as much about that as possible ahead of the project. Council Member Maher 153 <br />discussed with staff the threshold of “failure” that would be used. 154 <br /> 155 <br />Council Member Rafferty said he assumes that new development would be required to connect to 156 <br />utilities; staff concurred. He also noted the survey numbers presented; it seems that only 33 people 157 <br />responded out of 73 158 <br /> 159 <br />Pete Anderson, 6769 West Shadow Lake Drive, reported that he moved to the street in May. While 160 <br />he did answer no to getting both utilities, he has heard the argument in favor of sewer. He has a 161 <br />young family including four children and the cost is a big concern for him. He thinks he will have 162 <br />costs even if he doesn’t connect and down the line he knows there will be a connection requirement. 163 <br />He also asked if this improvement will impact his property taxation as well. City Administrator 164 <br />Karlson said he will check with the city assessor. The council said all information should be shared 165 <br />with all interested parties. 166 <br /> 167 <br />There being no further speakers, the public hearing was closed. 168 <br /> 169 <br />6B) Public Hearing: LaMotte Area Water System Extension – City Engineer Hankee 170 <br />reviewed a PowerPoint presentation that including information on: 171 <br />- Project area reviewed on a map; 172 <br />- Neighborhood meeting was held and roadway components were reviewed; sanitary sewer 173 <br />improvement and repair is already included in the project; 174 <br />- There is a proposed water system extension included (shown on a map); 175 <br />- Overall costs reviewed (utility); 176 <br />- Proposed assessments were reviewed; other costs (trunk utility connection and cost of 177 <br />connection from property line to house); 178 <br />- Survey results; 179 <br />- Proposed project schedule. 180 <br /> 181
