City hall, a YMCA, and a community green emphasize the <br />community focus. <br />• Development will comply with the adopted “Design and Development Guide” <br />• Chapter 5, Economic Development, identifies this as an opportunity area and further describes the <br />plan. <br />2 Waldoch Farms 37 2B 80/20 8 to 15 <br />• This site on the east side of Lake Drive is suitable for continued commercial use, with the possibility <br />of higher density residential uses in the southern and eastern parts of the site. <br />• Access on Lake Drive will be limited to a single location. <br />• Single land use (e.g. all residential or all commercial) developments may be considered within this <br />mixed use area. <br />3 Centerville Road / Birch Street 40 2A 80/20 8 to 15 <br />• This site may be developed for higher density housing as well as complementary commercial uses. <br />• The future development of the southeast corner as the city’s recreation complex will increase <br />demand for some neighborhood or community scale commercial uses near the large park. <br />• Proper access management at this intersection of two county roads calls for careful consideration of <br />driveway locations. <br />• There is the expectation that there will be many pedestrians and bicyclists in the area of the athletic <br />complex, many of them children. <br />• Wetlands, a county ditch, and floodplain are additional development considerations. <br />3 <br />Watermark Site (formerly known as Hard- <br />wood Creek), One Quarter Mile North of <br />Main Street, between I-35E and CSAH 21 <br />(20th Avenue) <br />372 1A / 1B 80/20 3 to 4.5 <br />• A mix of both commercial and residential uses are allowed on this site, with no less than 2/3 of the <br />residential areas reserved for low density residential development. <br />• A master planned residential community with a mix of residential types including 706 single family <br />lots and 165 townhome units totaling 871 housing units has been approved on the site. <br />• The site will incorporate significant open space and water features. <br />• This site is included in the I-35E Corridor Alternative Urban Areawide Review (AUAR) environmental <br />analysis. Development must comply with the mitigation plan that forms a part of the AUAR, which <br />includes the Conservation Development Framework as the fundamental precept for all development <br />within the AUAR area. <br />• Single land use (e.g. all residential or all commercial) developments may be considered within this <br />mixed use area. <br />DRAFT Mar02-18 <br />for review only
