1 <br />City of Lino Lakes <br /> <br />REQUEST FOR QUALIFICATIONS AND PROPOSALS <br />FOR CIVIL LEGAL SERVICES <br /> <br />November 17, 2017 <br /> <br /> <br />I. PURPOSE <br /> <br />The City of Lino Lakes is requesting qualifications and proposals for Civil Legal <br />Services from firms experienced in municipal law. <br /> <br />II. BACKGROUND <br /> <br />The City of Lino Lakes, which is located in the northeast metropolitan area, is a <br />developing home rule charter city with a population of 21,000. Lino Lakes is governed <br />by a City Council composed of a mayor elected for a two-year term and four <br />councilmembers elected at-large for four-year terms. Lino Lakes has approximately 70 <br />full-time employees, an annual budget of $10.3 million, and a tax levy of 9.5 million. <br /> <br />Historically, the City has retained a private firm or firms to provide general legal <br />services. The City has also selected firms to provide prosecution services, bond counsel, <br />and to work with development issues. <br /> <br />III. PROCESS <br /> <br />A. The City will use the following process for selecting legal service providers: <br /> <br />1. The City intends to award a contract to the proposer based on qualifications, cost, <br />and other factors that may be considered. <br /> <br />2. The City Administrator and Management Team will evaluate proposals. The City <br />Administrator will recommend to the City Council firms to be considered for <br />appointment. <br /> <br />3. The City Council will select the firm and award a contract for Civil Legal Services. <br /> <br />4. The City reserves the right to reject any proposal, to request additional information <br />from any proposer, and to suggest modifications to the terms and conditions <br />offered by a proposer. <br /> <br /> <br />
