4 <br /> <br />Public Land Dedication <br /> <br />The City will collect a cash fee with the final plat of $3,240 in lieu of land dedication for <br />commercial development. <br /> <br />Main Street Shoppes 2nd Addition <br />1.35 acres x $2,400 per acre $3,240 <br /> <br />Preliminary Plat Plan Sheet: <br /> <br />1. Staff suggests Lot 1, Lot 2 and Outlot A be shown on the preliminary plat. <br />2. The preliminary plat shall note the Comprehensive Plan Land Use is guided <br />Commercial. <br />3. The Declaration of Driveway Easement Doc. #2626405 shall be amended to include Lot <br />1, Main Street Shoppes 2nd Addition and shall be submitted with the final plat <br />application for review. <br /> <br />Site and Building Plan Review <br /> <br />Site Plan <br /> <br />The applicant is proposing to construct a 9,000 sf commercial retail building on Lot 1, Main <br />Street Shoppes 2nd Addition. The site plan indicates a drive-through service on the east side of <br />the building which is allowed as an accessory use in the GB, General Business district. The site <br />plan appears to provide an area on the northeast corner of the building for accessory outdoor <br />dining or seating facility. This will require an Administrative Permit to be submitted by the <br />future tenant. <br /> <br />The Site Plan Review Worksheet provides details related to setbacks, building type and exterior <br />materials, performance standards, landscaping, parking and drive-through. Overall, the <br />proposed commercial building meets ordinance requirements unless otherwise noted. <br /> <br />Off-Street Parking Requirements <br /> <br />Sheet A1 indicates 5 potential tenant spaces (4 retail and 1 restaurant/drive-through). <br />Per Section 1007.044(6), retail stores require 1 space per 200 sf of floor area and restaurants <br />require 10 stalls per 1,000 sf of dining room + 1 stall per employee. This would require 28 <br />retail parking stalls and 16 restaurant parking stalls for a total of 44 stalls required. The site <br />plan provides 50 parking stalls so this requirement is met. <br /> <br />It should be noted that any retail space proposed for any use other than retail (i.e. restaurant) <br />shall meet the parking requirement ordinance. <br /> <br />Sheet C3, Preliminary Site Plan: <br /> <br />1. The 12 foot permanent easement per Anoka County Highway Right-of-Way plat No. 65 <br />shall be shown on the plan sheet.
