The setbacks along CSAH 14 (Main Street) shall be measured from the 12 foot <br />permanent easement per Anoka County Highway Right-of-Way plat No. 65. <br /> <br />Upon further review of the 12 foot easement, it has been determined the easement is for trail <br />and drainage purposes and not roadway purposes. Therefore, the setback shall be measured <br />from the lot line. <br /> <br />3. The parking stall calculations provided on the Site Plan Worksheet shall be shown on <br />the plan sheet. <br />4. To provide pedestrian connectivity to the proposed and future commercial development, <br />a 5 foot wide sidewalk shall be provided along the east property line and connect to the <br />trail along CSAH 14 (Main Street). <br /> <br />Upon further review, a 5 foot wide sidewalk shall be provided along the east property line from <br />the trail along CSAH 14 (Main Street) to a point far enough north to provide access to the front <br />façade of the building. <br /> <br />5. The concrete walk in front of the building shall be a minimum of 5 feet wide. <br /> <br />Architectural Plans and Exterior Building Materials <br /> <br />The building is single story with exterior materials consisting of brink, stone, EIFS, glass, <br />decorative rockface CMU, metal cornice and canvas awnings. The building height is 24’. A <br />color palette was not provided but the color rendering indicates brick red, brown and tan earth <br />tones. <br /> <br />The ordinance allows for stucco or EIFS on no more than 30% of the primary front building <br />elevation and no more than 60% of any side or rear building elevation. The front and rear <br />elevations have 29% EIFS and the sides have 15% and 10%. The materials and percentages are <br />compliant. <br /> <br />Sheet A1, Exterior Elevations: <br /> <br />1. Mechanical equipment location and screening details shall be provided. <br />2. A color and material palette shall be provided. <br /> <br />Grading Plan and Stormwater Management <br /> <br />Per the Stormwater Management Plan dated January 5, 2018, in the fall of 2013, a McDonald’s <br />restaurant was constructed in the southwest corner of the site. The site was permitted for <br />construction by Rice Creek Watershed District (RCWD) under Permit Number 13-029. The <br />project resulted in the creation of 1.060 acres of impervious surface. To manage stormwater <br />from this site, a stormwater pond was constructed and an irrigation reuse system was installed. <br /> <br />MFC Properties Corporation plans on developing the adjacent site to the east of the <br />McDonald’s into a commercial building with associated parking and drive areas. During <br />construction, approximately 1.5 acres will be disturbed. The proposed construction will result <br />in the creation of 1.142 acres of impervious surface.
