7 <br /> <br />Signage <br /> <br />A comprehensive sign plan for the entire building and site is required for multi-occupancy <br />business buildings. The comprehensive sign plan shall be submitted with the sign permit <br />application for all wall and monument signs. <br /> <br />Impervious Surface Coverage/Shoreland District <br /> <br />The allowed impervious surface coverage in the GB, General Business District is 75%. The I-35E Corridor AUAR analyzed traffic impacts for <br />commercial development along this entire corridor. The proposed retail building is consistent <br />with AUAR Land Use Scenarios #1, #2 and #3 for commercial development. ITE Trip <br />Generation standards estimate 330 trips per day for this size of commercial development. Otter <br />Lake Road and CSAH 14 (Main Street) are A Minor Reliever and A Minor Collector roads, <br />respectively, and have structural capacity to handle these volumes. <br /> <br />Wetlands <br /> <br />Wetlands exist on the north end of Outlot A and were delineated in October 2010 as part of the <br />original Main Street Shoppes plat. A 10’ feet wide drainage & utility easement covers the <br />wetland. There are no wetland impacts due to the construction of the new retail building. <br /> <br />Floodplain <br /> <br />There is no FEMA floodplain on site. <br /> <br />Anoka County Highway Department <br /> <br />Anoka County Highway Department provided comment on February 14, 2018 and notes that <br />no additional right-of-way is required and that ACHD Engineering Plan Review process will <br />apply. <br /> <br />Environmental Board <br /> <br />The Environmental Board reviewed the development proposal at their February 28, 2018 <br />meeting. In general, comments were positive with minor revisions required. <br />
