5 <br /> <br />Section 1007.043(2)(d) provides architectural standards for commercial, industrial, and <br />institutional developments. The applicant has provided color elevations of the proposed <br />building generally showing tan materials of glass EFIS, rock face block veneer, and prefinished <br />metal flashing. The proposed materials and design meet the required architectural standards of <br />the zoning ordinance. <br /> <br />Plans show a transformer pad located south of the trash enclosure, however, no landscaping or <br />screening has been proposed by the application. Section 1007.043(2)(d) 8 requires that all <br />mechanical equipment be screened from view from adjacent streets, public rights-of-way, and <br />adjacent properties. Since the transformer could potentially be seen from Apollo Drive, staff <br />has included a condition that the applicant provides screening or demonstrates that the <br />transformer box cannot be seen from Apollo Drive. <br /> <br />Comments: <br /> <br />1. A color and material palette for the principal building shall be provided. <br />2. Sheet A2: <br />a. Mechanical equipment screening details shall be provided or the applicant shall <br />demonstrate that the transformer box cannot be seen from Apollo Drive. <br /> <br />Grading Plan and Stormwater Management <br /> <br />Plans show a proposed ponding area on the eastern portion of the site along Apollo Drive. The <br />survey shows a drainage and utility easement along the north and west property lines, but was <br />not provided along the right-of-way for Apollo Drive. This easement should have been <br />provided with the property was platted and staff is requiring that a 10-foot easement along <br />Apollo Drive be provided. <br /> <br />The applicant received a RCWD CAPROC for Permit #18-022 on March 28, 2018. <br /> <br />Comments: <br /> <br />1. The applicant shall provide a 10-foot drainage and utility easement along Apollo Drive, <br />and shall record an exhibit demonstrating compliance at Anoka County. <br />2. Plans shall be revised to address comments from the City Engineering Memo dated <br />March 2, 2018. <br /> <br />Public Utilities <br /> <br />The property is served by a 12” water main watermain located along Apollo Drive and sewer. <br />The Distinctive Elements development is proposed to be served by extending the existing 6- <br />inch diameter DIP water service from the property line to the east side of the proposed <br />building. <br /> <br />There is an existing 21-inch PVC trunk sanitary sewer located along Apollo Drive. The <br />Distinctive Elements development is proposed to be served by extending the existing 6-inch <br />PVC sanitary service from the property line to the east side of the proposed building. The <br />proposed sanitary sewer conforms to the City’s Comprehensive Plan.
