2 <br /> <br />ANALYSIS <br /> <br />Saddle Club Fourth Addition is an extension of the Saddle Club development and will connect <br />Fox Road to the Foxborough residential development. The Fourth Addition is being developed <br />on 5.25 acres that used to be owned by Comcast and was not part of original Saddle Club <br />preliminary plat and final plat. Therefore, a full preliminary plat and final plat are required. <br />The applicant developed both Foxborough and Saddle Club and has chosen to continue the <br />Saddle Club name. <br /> <br />History <br /> <br />Foxborough is a 56 lot conservation development that was platted in 2005. Fox Road was <br />intentionally stubbed to the north for future development and road connectivity. Saddle Club is <br />a 55 lot conservation development that was first platted in 2015. Fox Road was intentionally <br />stubbed to the west for future development and road connectivity. The need for this connection <br />was analyzed and documented throughout the original Saddle Club development process. The <br />Saddle Club Fourth Addition is the final phase that will connect the two subdivisions as <br />planned. <br /> <br />The following summarizes the actions taken by the City, Comcast and Developer (DuPont <br />Holdings, LLC) to construct the Fox Road connection: <br /> <br />• April 11, 2016: Resolution No. 16-13, Council approved Saddle Club 2nd Addition <br />Development Agreement <br />o Agreement was contingent upon Developer and City entering into a purchase <br />agreement for a portion of the Comcast parcel in order to install road and utility <br />improvements <br />• May 9, 2016: Resolution No. 16-35, Council approved Land Acquisition Escrow <br />Agreement <br />o Developer provided $100,000 deposit to secure City land acquisition from <br />Comcast <br />• August 22, 2016: Resolution No. 16-95, Council approved City acquiring a portion of <br />the Comcast parcel <br />• September 12, 2016: Ordinance No. 10-16, Council approved sale of Comcast land to <br />Developer <br /> <br />Existing Site Conditions <br /> <br />The 5.25 gross acre site is located north of Foxborough and west of Saddle Club. The site <br />consists of undeveloped woodland and wetland. Topography is generally flat with highest <br />elevation at 896 ft and lowest elevation at 892 ft. Soils are clean fine to medium grain sand and <br />are classified as hydrologic groups B. Piezometer testing located groundwater at depths ranging <br />from 3 to 5 feet. <br /> <br />Zoning <br /> <br />Current and Proposed Zoning <br />
