6

Fox Road right-of-way will be 50 feet wide and the paved roadway will be 32 feet wide. This
is consistent with Foxborough and Saddle Club. The temporary cul de sacs at the north and
south end of Fox Road will be removed and restored to standard road widths.

As detailed in the September 6, 2013 WSB Engineering Memo and analyzed during the Saddle
Club development process, the Fox Road connection between Foxborough and Saddle Club is
needed for the following reasons:

1. Providing connectivity between neighborhoods is consistent with the CSAH 34 study.
2. Providing the connection to Foxborough provides for better long term access to the
development once Pheasant Run is converted to a right in/right out per the County’s
long term plans.
3. The connection to Foxborough distributes the traffic to other primary routes such as
West Shadow Lake Drive.
4. There are a number of existing neighborhoods along CSAH 34 where traffic is forced
on to CSAH 34 due to a lack of interconnectivity. Providing the connection to
Foxborough prevents this issue from being perpetuated in this area.

Easements

Standard drainage and utility easements at least 10 feet wide are provided along all lot lines. A
19 foot wide easement is dedicated along the east lot line of Lot 1, Block 2 to cover a storm
sewer pipe.

Drainage and utility easements are shown to be dedicated 10 feet above the high water level
over stormwater drainage ponds and 10 feet outward from the delineated wetland boundary.
Rear lot lines also have a minimum 10 foot wide easement.

Conservation easements are required over wetland and greenway corridor outlots. These areas
have been shown on the preliminary plat.

A Right-of-Way, Drainage and Utility Easement was recorded in March 2017 granting the City
a perpetual easement over the entire property for purposes of constructing street and utilities.
This easement shall be vacated upon Council approval of the PUD Final Plan/Final Plat for
Saddle Club Fourth Addition.

Storm Water Management and Erosion and Sediment Control

Per Sheet C1.1, Grading, Drainage and ESC Plan prepared by Plowe Engineering and dated
April 30, 2018, one (1) stormwater pond is located in Outlot A and one (1) stormwater pond is
located in Outlot C. Per the Stormwater Drainage Report, the water table elevation is too high
to achieve the necessary 3 foot separation for infiltration so NURP ponding is proposed.

Lot frontages and public street drainage is collected via catch basins and stormwater pipes that
drain north on Fox Road into Pond 1 on Outlot A and then to Pond 2 on Outlot C. Rear lot run-
off is routed onto pervious disconnected surfaces.

The site will be mass graded and developed in one (1) phase.
