7 <br /> <br /> <br />Utilities <br /> <br />Public water, sanitary and storm sewer utilities will be installed within the development. <br /> <br />Sanitary Sewer <br /> <br />An 8” sanitary sewer pipe will connect from Foxborough to Saddle Club along Fox Road and <br />serve the site. <br /> <br />Watermain <br /> <br />An 8” watermain will connect from Foxborough to Saddle Club along Fox Road and serve the <br />site. <br /> <br />Public Land Dedication <br /> <br />The City will require cash in lieu of land dedication. Per the City’s Park, Greenway & Trail <br />System Plan, a neighborhood park is not programmed for this area. An existing trail system <br />extends from Foxborough to Saddle Club and provides connection to Birch Park. No further <br />trail construction is required. <br /> <br />Saddle Club Fourth Addition <br />8 lots x $3,000 = $24,000 <br /> <br />Tree Preservation <br /> <br />The goal of tree preservation is to minimize unnecessary loss of habitat, biodiversity and forest <br />resource and to replace removed trees in areas where tree cover is most critical. Sheet L2, Tree <br />Inventory & Removals prepared by Plowe Engineering dated April 30, 2018 identifies 229 <br />significant trees on site. Approximately 83 are green ash trees and will be removed due to <br />Emerald Ash Borer concerns. Of the remaining 146 significant trees, approximately 47 trees <br />will be saved and 99 will be removed. The Tree Preservation Plan identifies the basic use area <br />and environmentally sensitive areas. Fifteen (15) of the 99 trees being removed are within the <br />natural resource protected area. This requires the need for 8 replacement trees for mitigation. <br />The Plan also identifies tree protection fencing for several higher quality tree stands. <br /> <br />The Environmental Coordinator also reviewed the Tree Preservation Plan and made <br />suggestions for removal of hazardous or unhealthy trees such as the green ash tree. He also <br />notes there are smaller trees in the woodland that were not counted because the trees are less <br />than 6 inches in diameter. There is also a heavy understory of Buckthorn, particularly on the <br />Foxborough side that will maintain some screening. <br /> <br />The Planning & Zoning Board recommended removal of the buckthorn which was acceptable <br />to the Environmental Coordinator. <br /> <br />
