8 <br /> <br />Landscaping <br /> <br />Boulevard trees are required at the rate of one (1) tree per lot frontage for single family. There <br />are 8 single family lots and 9 boulevard trees are proposed which is compliant with the <br />ordinance. <br /> <br />Open area landscaping standards required 1 large tree and 3 large shrubs per 2,000 sf. Per the <br />Landscape Plan, there is 18,280 sf of open area requiring 10 overstory trees and 28 large <br />shrubs. The Environmental Coordinator will work with the developer on the planting locations <br />of these trees and shrubs. <br /> <br />Environmental Assessment Worksheet (EAW) <br /> <br />An EAW is not required for the current proposed Saddle Club Fourth Addition because the 8 <br />housing units do not exceed the 250 housing unit threshold. Even when analyzing Saddle Club <br />development as a whole, the 62 total housing units does not exceed the threshold. <br /> <br />Transportation Improvements <br /> <br />In conjunction with the original Saddle Club development, the following transportation safety <br />improvements have been made: <br /> <br />• By-pass lane was added to CSAH 34 (Birch Street) near Old Birch Street <br />• Old Birch Street was terminated at CSAH 34 (Birch Street) with a cul de sac at the <br />north end <br />• Old Birch Street was milled and overlayed <br /> <br />As previously noted, Foxborough is a 56 lot conservation development that was platted in <br />2005. Fox Road was intentionally stubbed to the north for future development and road <br />connectivity. Saddle Club is a 55 lot conservation development that was first platted in 2015. <br />Fox Road was intentionally stubbed to the west for future development and road connectivity. <br />The need for this connection was analyzed and documented throughout the original Saddle <br />Club development process. The Saddle Club Fourth Addition is the final phase that will <br />connect the two subdivisions as planned. <br /> <br />A Traffic Impact Study was prepared by Spack Consultants in 2013 for the original Saddle <br />Club development. The study analyzed traffic impacts at the CSAH 34 (Birch Street) <br />intersection and determined they will continue to operate acceptably at Level of Service A. <br />The additional 8 lots from Saddle Club Fourth Addition and the connection of Fox Road will <br />not negatively impact the level of service intersection operations. <br /> <br />Wetlands <br /> <br />Four (4) wetlands were identified and delineated on site totaling 1.62 acres. Wetland A was <br />determined to be an isolated/incidental wetland by USACE and does not require compensatory <br />mitigation. The project area is located within the Lino Lakes Comprehensive Wetland <br />Protection and Management Plan (CWPMP). <br />
