COUNCIL MINUTES June 11, 2018 <br />DRAFT <br />3 <br />Council Member Stoesz noted that this position is unpaid, includes twelve meetings per year, and it 80 <br />represents an organization that does a good job representing cities in the state. He asks for the council’s 81 <br />support. 82 <br />Council Member Manthey moved to approve Resolution No. 18-71 as presented. Council Member 83 <br />Maher seconded the motion. Motion carried on a voice vote; Council Member Stoesz abstained from 84 <br />voting. 85 <br />3B) Consider Appointment of Paid On-Call Fire Lieutenant – Human Resources Manager 86 <br />Bartholomew reviewed the written report, including the process that brings the candidate forward and 87 <br />the recommendation to hire Mr. Craig Menne. 88 <br />Council Member Manthey moved to approve the appointment of Craig Menne as recommended. 89 <br />Council Member Maher seconded the motion. Motion carried on a voice vote. 90 <br />3C) Consider Appointment of Police Officer – Human Resources Manager Bartholomew 91 <br />reviewed the recommendation to hire Mr. Garrett Ellertson to the position of Police Officer for the 92 <br />city. She reviewed the candidate’s qualifications, the selection process and the staff hiring 93 <br />recommendation. 94 <br />Council Member Manthey moved to approve the appointment of Garrett Ellertson as recommended. 95 <br />Council Member Stoesz seconded the motion. Motion carried on a voice vote. 96 <br />3D) Consider Resolution 18-76, Liquor Compliance Violation – City Clerk Bartell reported that 97 <br />earlier in the evening, the council held a liquor compliance hearing to consider liquor code violations 98 <br />reported at the Don Julio Mexican Restaurant. The results of that hearing are that the board 99 <br />recommended civil penalities of $2,000 and a 10-day liquor license suspension. That recommendation 100 <br />is forwarded for formal council consideration. 101 <br />Council Member Rafferty and Maher asked if they should automatically abstain from voting since they 102 <br />missed the hearing. Staff suggested that wouldn’t be necessary if the council members are comfortable 103 <br />voting for the board’s recommendation. 104 <br />Council Member Manthey moved to approve Resolution No. 18-76 as presented.
