Ms. Larsen responded that there are two options, whether to <br />adopt a permitted use or a conditional use permit. <br />Chair Root clarified that if the Board rejected the recommendation, then people <br />are still allowed to pull the permit. It is already a law, and it is required. The only <br />option the City has is permitted use or a conditional use permit. <br />Mr. Kohler made a motion to approve the zoning text amendment. Motion <br />seconded by Chair Root. Mr. Vojtech mentioned that there are other State <br />statutes in which residents can express concerns with State legislatures. Motion <br />carried 6 – 0. <br />B.Public Hearing: Zoning Ordinance Text Amendment-Building Type and <br />Construction and Exterior Materials <br />Ms. Larsen presented the staff report. <br />At the March 13, 2024 Planning & Zoning meeting during site and building review <br />of 440 Park Court, the Board suggested to require higher architectural standards <br />along certain corridors in the City. This will be discussed later. City staff also met <br />with architect professionals to read over the ordinance and see if there was any <br />language they can change for clarification. Ms. Larsen said that the architect <br />thought the language was very clear. Ms. Larsen also said that the staff is <br />considering stucco, which is a class two material. Be moved to class three, which <br />would limit the amount of stucco material commercial buildings could use. <br />No questions from the Board. <br />Chair Root opened the public hearing at 7:22 p.m. <br />Chris Stowe, 426 Pine St, expressed concerns about what the material of the <br />micro-houses will be. He also expressed concerns that he does not appreciate <br />the sign-up sheet because people do not know what is being talked about until it <br />starts. <br />Mr. Laden moved to close the public hearing. Motion seconded by Mr. Vojtech. <br />The public hearing closed at 7:25 p.m. <br />Mr. Vojtech moved to approve the proposed zoning ordinance text amendment <br />subject to conditions listed in the staff report.
