<br />Contractor Base Bid <br /> Allied Blacktop Company $110,464.00 <br />Corrective Asphalt Materials $191,109.00 <br /> <br />The low bid was submitted by Allied Blacktop Company in the amount of $110,464.00 which is <br />within the planned budget and was awarded. The project is still within the 60 day bid holding <br />period and the contracts have not been executed. <br />After bids were accepted and the construction contract was awarded, it was determined that <br />the low bidder’s materials did not meet the specifications. After conversations with the low <br />bidder and their materials supplier, they agree they do not meet specifications and understand <br />the City’s need to reject bids. <br />New rejuvenator products are coming into the market making it a more competitive. For a long <br />time Corrective Asphalt Materials was the only rejuvenator contractor. The City of Lino Lakes <br />and most Cities use MnDOT specifications as a basis for bidding and constructing road projects. <br />During the time of bidding this project, MnDOT provided specifications that opened up the <br />rejuvenator sources to additional contractors. This is after years of MnRoad testing and <br />evaluation. <br />Staff plans to use the new MnDOT specifications and rebid the project. After talking with both <br />contractors, that bid the 2024 Rejuvenator Project, they understood the City’s plan to rebid <br />under the new specifications. The City will not be charged for rebidding services. <br />RECOMMENDATION <br /> <br />Staff is recommending approval of Resolution No. 24-57, Rescinding Resolution No. 24-37 <br />Accepting Bids, Awarding a Construction Contract for the 2024 Rejuvenator Project. <br />Staff is recommending approval of Resolution No. 24-58, Rejecting Bids and Authorizing Re- <br />Bidding. <br />ATTACHMENTS <br /> <br />1.
