Larger rural residential lots exist to the east and to the <br />southeast along Carl Street. <br /> <br />Comprehensive Plan <br /> <br />Land Use <br /> <br />The 156 acre site has multiple land use designations per the City’s 2040 Comprehensive Plan <br />creating somewhat of a checkerboard patterned look. These land uses include low density, <br />medium density, high density and planned residential/commercial. The checkerboard areas are <br />not intended to be strict land use and density boundaries but should be considered somewhat <br />flexible in order to accommodate development. <br /> <br />Per the 2040 Comprehensive Plan, the site is located in Planning District 2 and includes Planned <br />Residential/Commercial areas. The Comprehensive Plan states: <br /> <br />• “Planning District 2 includes Planned Residential/Commercial areas. <br /> <br />o The Robinson Farm and Main Street site is planned to accommodate an 80/20 <br />percent mix of residential and commercial. While allowed in all areas, <br />commercial development will be required in at least one quadrant. To ensure <br />implementation the City may choose to rezone land to a compatible <br />neighborhood commercial zoning district upon completion of a corridor plan. A <br />Master Plan for the Main Street Corridor between Sunset Avenue and 4th <br />Avenue should be completed.” <br /> <br />It is important to note the 80/20 percent mix is related only to the approximate 40 acres of land <br />guided for Planned Residential/Commercial. The Robinson Farm and Main Street site <br />referenced in the Comprehensive Plan includes property on both the north and south side of
